Job description


  • Serve as the lead space planning specialist for FPS, guiding stakeholders through the complete space planning lifecycle from programming and test fits through layout finalization and post-occupancy evaluation

  • Draft and maintain comprehensive space plans for up to 180 offices, ensuring alignment with FPS's operational needs and federal space utilization policies

  • Identify space requirements including functional needs, departmental workflows, and number of occupants per space

  • Recommend office layouts, configurations, and space allocations based on current and future mission requirements to aid governmental decision-making

  • Develop test fits, block-and-stack plans, and Programs of Requirements (PORs) supporting build-out, reconfiguration, and relocation projects

  • Apply federal space utilization benchmarks, GSA design standards, and OMB / FMR space allocation guidance to all planning deliverables

  • Track and assess space utilization across the portfolio; recommend opportunities for consolidation, optimization, and cost reduction

  • Utilize space planning analytics to evaluate office utilization, efficiency, and recommend allocation adjustments

  • Conduct on-site visits to assess facility conditions, space usage, and deficiencies for relocations and build-out projects to aid governmental decision-making

  • Collect detailed measurements and document space conditions to support accurate space planning findings, relocation scenarios, PORs, and SF-81 Requests for Space

  • Draft structured space plans for the approximately 60 offices impacted by federal building dispositions or operational needs, including relocation scenarios and risk mitigation strategies

  • Support furniture design, finish selection, and layout coordination for build-out and reconfiguration projects

  • Perform on-site intake and staffing of seating, space, and release requests in the system of record (currently ServiceNow; transition to Tririga® or successor system as directed)

  • Contribute to recurring deliverables including the Build-Out/Reconfiguration Progress Tracker (Monthly), Quarterly Space Utilization Analytics Report, and Annual Integrated Project Plan (IPP)

  • Draft Standard Operating Procedures (SOPs) for recurring space planning processes

  • Provide weekly status updates and final summary reports on assigned activities, findings, and recommendations

  • Comply with all DHS/FPS rules, regulations, safety, and security policies; complete required DHS IT Security Awareness Training and sign DHS Rules of Behavior

  • Performs other related duties as assigned


Requirements

  • Minimum of eight (8) years of progressively responsible experience in commercial or federal space planning, programming, interior design, or workplace strategy — required

  • Active National Council for Interior Design Qualification (NCIDQ) certification — explicitly required; candidates without an active NCIDQ will not meet the minimum threshold

  • Demonstrated experience developing Programs of Requirements (PORs), test fits, block-and-stack plans, and space utilization analytics

  • Working knowledge of federal space utilization benchmarks, GSA design and construction standards, and OMB / FMR space allocation guidance

  • Proficiency with AutoCAD and space planning software

  • Familiarity with IBM TRIRIGA®, ServiceNow, or comparable IWMS/CAFM platforms

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

  • Strong analytical skills, including the ability to quantify utilization metrics and recommend optimization scenarios

  • Clear written and verbal communication skills in English for advising senior government leadership, preparing planning deliverables, and interfacing with GSA and DHS stakeholders

  • Ability to prioritize competing deadlines and manage planning workload in a hybrid federal environment

  • Consistent attention to detail with the ability to identify and resolve discrepancies in space planning data
