Objective
The Contractor shall provide end-to-end IT/OT Project Management and Technical Delivery Services for projects impacting Bulk Electric System (BES) Cyber Assets.
All deliverables must strictly adhere to NERC CIP Standards High level summary The Contractor will lead high-impact IT/OT infrastructure deployments across Transmission and Distribution SCADA environments.
The ideal candidate will blend rigorous project management frameworks (PMP) with hands-on experience navigating NERC CIP compliance controls. Rather than acting as a traditional IT project coordinator, the Contractor must possess the technical acumen to converse with system operations engineers, network architects, and compliance auditors alike.
They will be directly accountable for ensuring that every hardware deployment, software upgrade, network modification, and commissioning activity is delivered on schedule, on budget, and with zero residual compliance risk.
The Contractor must demonstrate a deep understanding of the fundamental differences between IT and OT systems-specifically prioritizing safety, high availability, and deterministic system behavior in the OT space-while simultaneously enforcing enterprise-grade security controls
• Provide oversight of the projects from initiation to closeout following IT EPMO Stage Gate process to achieve CMMI Level 3 compliance • Develop and manage project-level Org Chart, milestone schedule and plan • Assist in developing technical vision for the PSEGLI systems, translating targeted solutions into end-to-end architectural designs and road maps • Support and create solutions for system dependencies identified as part of the effort
Work with PSEG LI Supply Chain in releasing RFPs/SOWs for executing some of the projects and 3rd party managed/hosted solutions • Weekly & Monthly Status Reporting • Oversee and review the development of the steering committee presentations • Ensure quality/on-time-delivery of project documentation as per PSEG LI EPMO guidelines including coordinating/submitting Stage Gate Scorecard • Identify and manage program/project level risks, issues, assumptions and dependencies with mitigation plans • Complete all required training within two weeks of receipt of training notification
  • Must Have Skills:
    • Experience: Minimum 10+ years managing OT/SCADA projects within an electric utility environment.
    • Compliance: Proven track record of successfully delivering projects through an active NERC CIP audit cycle.
    • Certifications (Preferred): PMP (Project Management Professional) and CISSP, CISM, or GCIP (GIAC Certified CIP Compliance Specialist).
