Position Summary:
The Digital Solutions Manager supports MSD's global projects and business operations through the administration of business systems, management of technology initiatives, and coordination of software development and technology implementation activities. The position serves as a liaison between project teams, vendors, consultants, and Corporate IT to ensure technology solutions are effectively designed, implemented, and maintained. The Digital Solutions Manager also supports business development efforts and project startup activities requiring technology expertise.
This role offers the opportunity to design and implement technology solutions supporting international development projects around the world. Working across sectors including democracy and governance, education, justice, monitoring and evaluation, and digital transformation, the Digital Solutions Manager helps teams solve complex operational, data, and technology challenges in diverse and often resource-constrained environments. This position is ideal for someone who enjoys combining technology, problem solving, project management, and stakeholder engagement to deliver practical solutions with global impact.
This is primarily an individual contributor position with responsibility for coordinating and overseeing vendors, consultants, subcontractors, and project-based technical resources rather than direct staff supervision.
Essential Job Functions:

• Support proposal teams by developing technology approaches, budgets, scopes of work, and staffing plans that address client and project requirements.
• Identify, evaluate, and manage technology vendors, consultants, software developers, and implementation partners supporting business development and project activities.
• Gather business and technical requirements from stakeholders and translate them into actionable technology solutions, system enhancements, and implementation plans.
• Oversee the delivery of technology initiatives, including custom software development, commercial software implementations, system enhancements, testing, deployment, and user acceptance activities.
• Serve as the business owner and functional administrator for MSD-managed business systems and internally developed applications, ensuring they remain effective, reliable, and aligned with business needs.
• Coordinate system maintenance, enhancements, troubleshooting, and user support with internal and external technical resources.
• Maintain system documentation, business requirements, workflows, and user guidance materials while promoting effective system adoption and use.
• Identify opportunities to improve project performance and business operations through technology, automation, and process improvement.
• Support project startup activities by assisting with technology planning, software selection, system configuration, user onboarding, and operational readiness.
• Coordinate with project teams, Corporate IT, and vendors to ensure technology requirements are implemented effectively and issues are resolved in a timely manner.
• Support the development of project technology plans, operating procedures, and related documentation.
• Evaluate and recommend emerging technologies, including artificial intelligence (AI), workflow automation, and digital tools that improve business processes, project delivery, and organizational effectiveness.
• Travel internationally up to approximately 10% of the time to support project startup, implementation, training, and business development activities.
Required Qualifications:
• Bachelor's degree in Information Systems, Computer Science, Information Technology, Business Analysis, Engineering, or a related field.
• Minimum of 5-7 years of progressively responsible experience supporting technology initiatives, software development projects, business systems, digital transformation activities, or related technology functions.
• Experience gathering business requirements and translating them into technical specifications, scopes of work, or implementation plans.
• Experience managing technology vendors, consultants, contractors, or software development resources.
• Familiarity with software development lifecycle methodologies, including Agile and traditional project management approaches.
• Experience administering, supporting, or implementing business applications, databases, CRM systems, ERP systems, workflow platforms, or other enterprise software solutions.
• Strong analytical, problem-solving, organizational, and project management skills.
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical stakeholders.
• Ability to manage multiple priorities and deadlines in a fast-paced environment.
• Willingness and ability to travel internationally as required.
Preferred Qualifications:
• Experience supporting international development, donor-funded programs, monitoring and evaluation activities, or global operations.
• Experience with low-code/no-code platforms, workflow automation tools, or business process improvement initiatives.
• Basic software development experience, including web, mobile, database, API, or systems integration projects.
• Familiarity with data collection platforms, business intelligence tools, or data visualization solutions.
• Experience supporting technology initiatives in resource-constrained or international operating environments.
• Experience evaluating or implementing AI-enabled tools, automation solutions, or other emerging technologies.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
• Candidates should be prepared to travel and work in challenging environments and follow all travel, security and safety procedures.
• Travel or deployment may also be subject to successful medical clearance.
Work Environment / Environmental Factors:
• This position is based in MSD's Washington, DC headquarters and follows a hybrid work schedule, with employees expected to work in the office two days per week.

• This is a full-time (FT) position, the standard work schedule is Monday to Friday.
