Northrop Grumman Defense Systems is seeking a Manager Software Factory Project Management 3. This position is located in Roy, UT or Huntsville, AL. This position supports the Sentinel Software Factory program.

The selected candidate will be responsible for oversight and management of the operational aspects of ongoing projects and serve as liaison between project management and planning, project team, and line management. They will review status of projects and budgets; manages schedules and prepare status reports. They will assess project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. The selected candidate will develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

What You'll Get To Do:

  • Development and adherence to master plans and schedules
  • Developing Rough order of Magnitude (ROM) documents to support program change request reviews
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Measuring and reporting software cost and schedule performance
  • Providing input into software staffing plans
  • Delivering presentations to customers, executive management, and other program stakeholders
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Conducting thorough risk & opportunity management practices including identification, mitigation, and realization

Specific duties to include, but are not limited to the following:

  • Receive assignments in objective oriented terms, guide subordinates according to organizational goals and company policy, and review work to ensure it meets the organization's objectives and schedules.
  • Demonstrate advanced expertise in a Project Management or Program Management -or comprehensive knowledge across multiple disciplines-by applying a broad grasp of relevant practices and procedures.
  • Analyze alternative courses of action regularly and make decisions that assess risk reward implications for the program or area of influence.
  • Assume responsibility for all projects assigned to the organizational group; advise lower level managers and exempt employees; facilitate meeting established schedules and resolving technical or operational problems; and achieve results by delegating work through lower level management and exempt staff.
  • Establish and implement operating procedures that impact organizational units, interpret and execute existing policies, and recommend modifications to improve organizational policies and procedures for subordinate units.
  • Develop and administer budgets and performance standards.
  • Leverages the role to influence and shape organizational strategy.
  • Achieve results by directing subordinate supervisors and exempt specialist employees;?subject to approval, modify the structure of centralized functions and units;?and be capable of managing the company's staff function.
  • Assume responsibility for all projects assigned to the unit, advise subordinate supervisors and staff to meet schedules and resolve technical or operational problems, directly establish and administer centralized functional projects, and develop and manage budgets, schedules, and performance standards.
  • Influence the development of the organization's overall objectives and long range goals, and ensure that all decisions and recommendations are made with rigor to avoid critical project delays, costly modifications, excessive use of time and resources, and jeopardizing future business activity.
  • Maintain frequent contact with peer managers and customer representatives regarding projects, operational decisions, scheduling requirements, and contractual clarifications; conduct briefings and technical meetings for internal and external stakeholders.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.

You'll Bring These Qualifications:

  • Bachelor's degree and 8 years of related experience; master's degree and 6 years' experience or an additional 4 years of related experience in lieu of a degree.
  • Active U.S. Government DoD Secret security clearance within scope,(<6yrs) with an ability to obtain and maintain Special Access Program (SAP)
  • Must have the ability to obtain and maintain a U.S. Government DoD Top Secret security clearance.
  • At least 6 year of experience leading a project and/or driving performance against schedule and achieving all requirements as either project lead, integrated program team or cost account manager
  • Firm understanding and application of Earned Value Management System (EVMS)
  • Experienced people leadership that includes performance management, career development, staffing, and merit planning
  • Experience in working with subcontractors and customers at all levels
  • Experience in program reporting
  • Experience leading the performance of tasks on schedule, at cost

Experience building strong customer relationships.

Advanced degrees in Science, Technology, Engineer, or Mathematics or other related technical fields.
Experience leading groups of 30+ in a programmatic, or technical capacity.
Experience in leading the planning and execution of Integrated Functional Capabilities (IFCs).

Primary Level Salary Range: $137,800.00 - $228,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
