Summary

Manage biometric identification application development through expert requirement generation, advanced proficiency in modern development languages and tools, and the delivery of secure, scalable solutions.

Essential Duties and Responsibilities

Principal application and cloud architect contributing to Azure architecture and enterprise Java, REST, and mobile application platforms, enabling secure, mission-critical solutions for law enforcement clients through cross-functional collaboration with NEC Japan and global partners.critical solutions for law enforcement clients through crossfunctional collaboration with NEC Japan and global partners.

  • Execute requirements analysis, architecture/design, development, testing/QA, deployment, and maintenance within Agile methodologies and in compliance with CJIS standards to deliver facial and fingerprint-based identification capabilities using NIST-evaluated matching engines and multimodal matching techniques for law enforcement mobile and web applications.based identification capabilities using NISTevaluated matching engines and multimodal matching techniques for law enforcement mobile and web applications
  • Serve as a technical architect, providing guidance on architecture design and review for enterprise Java (17+) platforms, including Spring Boot services and WildFly/JBoss-based applications deployed on Microsoft Azure.
  • Contribute to the design and modernization of systems to cloud-native, REST-based architectures, supporting web, mobile, and integration use cases.
  • Establish, review, and enforce enterprise architecture standards, design patterns, and non-functional requirements across backend, frontend, and mobile solutions.
  • Contribute to the architecture and development of Angular and React applications, ensuring secure, scalable integration with Java-based REST APIs.
  • Contribute to Azure architecture and service adoption, including AKS, App Services, Key Vault, Storage, and Azure Monitor, supporting CI/CD and infrastructure-as-code practices.
  • Review and optimize critical code paths and designs for quality, performance, security, and maintainability; champion automated testing, observability, and engineering best practices.
  • Mentor engineers and contribute to formal architectural design reviews, collaborating with Product, DevOps, Security, and Enterprise Architecture teams to deliver high-impact solutions

Other tasks

  • Drive continuous technology modernization by evaluating and adopting emerging technologies, including AIenabled application capabilities, to improve scalability, resilience, and longterm platform sustainability.
  • Collaborate closely with global engineering teams, including NEC Corporation development teams in Japan, to align architecture, delivery execution, and technical standards across regions.
  • Provide architectural oversight and technical guidance across the software lifecycle, ensuring alignment with enterprise standards, security requirements, and business objectives.
  • Support software release planning, build management, and deployment readiness to enable predictable, highquality product deliveries.
  • Contribute beyond immediate scope by advising crossfunctional stakeholders and leadership on technical strategy, risk mitigation, and platform evolution.

Education:

Bachelor's degree in Computer Science, Computer Engineering - Advanced degree is preferred.

Experience:

12 to 15 years of experience for Software development or Software engineering. This position requires not only excellent engineering/analytical skills, but also engineering guidance and support skills to other engineers in the team, NEC Japan engineers and 3rd party development partners.

Certifications, Licenses, etc.:

None required. Advanced Professional Certifications are a plus.

Specialized Knowledge and Skills

Language Skills:

  • Understanding and experience with Web Applications and programming languages such as Java, Angular, React, Python, HTML5, CSS, JavaScript, JQuery, Kotlin. 
  • Understanding and experience with DB - SQL Server, ORACLE, MySQL
  • Understanding and experience with Automation language such as Kubernetes (YAML / Helm), CI/CD pipelines. 
  • Functional knowledge of Web Services (REST, SOAP, etc.), hands on experience with integration of the web services.
  • Linux shell script.
  • Experience with modern development tools, platforms and IDEs including IntelliJ IDEA, Eclipse, Visual Studio Code (VS Code), kubectl, Docker, Git, ADO, Keycloak, and npm.

The anticipated salary range for this position is $120,000 to $135,000 depending upon the selected candidate's relevant experience, the exact salary for the role may fall outside of this range. This role will also be eligible to participate in the Company's bonus/incentive program(s).
