Job Description:

Parsons is looking for an amazingly talented Software Project Manager to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

Job Summary:
We are seeking a skilledProject Manager Software Administrationto lead software-related IT projects, administer project management and related software tools, enhance the organization's cybersecurity posture, and ensure alignment with budgetary goals. The ideal candidate will have experience managing IT projects in a collaborative environment, with a strong focus on software implementation, software vendor and license administration. This role requires excellent communication and organizational skills to work effectively across teams and deliver results that support the organization's mission.

TheProject Manager Software Administrationrole works with GDC's Director of IT and deputies to maintain the software program including over 40 software tools. The role administers the IT Steering Committee, as well as subsequent client procurement authorizations ("ARs"). It project manages the establishment of these tools with the MPA procurement team and legal team and serves as the main point of contact for invoicing from the software tool vendors.

Key Responsibilities

  • Project Management:
    o Plan, execute, and oversee IT projects related to software development, implementation, and upgrades.
    o Define project scope, objectives, and deliverables, ensuring alignment with organizational goals.
    o Develop and maintain project plans, including timelines, milestones, and resource allocation.
    o Monitor project progress, identify risks, and implement mitigation strategies to ensure successful outcomes.

  • Software Administration / IT Software Project Management:
    o Administer the full lifecycle of project management and related software tools, with a focus on procurement, contracting, invoicing, and user administration.
    o Work with GDC's Director of IT and deputies to maintain the software program under MPA TO 003, including an inventory of over 40 software tools.
    o Administer the IT Steering Committee, including meeting scheduling, agenda preparation, documentation, and tracking of decisions and action items.
    o Coordinate and track client procurement authorizations ("ARs") associated with software tools, ensuring appropriate approvals and documentation.
    o Collect and document business and technical requirements for new PMrelated and other IT software solutions from internal stakeholders.
    o Conduct market research and vendor searches to identify potential software tools that meet defined requirements; coordinate demonstrations, trials, and vendor consultations.
    o Support the evaluation and selection of software solutions by comparing features, costs, licensing models, security considerations, and implementation complexity.
    o Coordinate with MPA procurement, legal, IT, Security, and other stakeholders to establish and onboard new software tools in alignment with organizational, contractual, and cybersecurity standards.
    o Coordinate the preparation, review, and routing of software contracts, amendments, and renewals; maintain an inventory of all key software tools, including contract terms, renewal dates, license quantities, and key contacts.
    o Serve as the main point of contact for invoicing from software tool vendors; receive, review, and validate software vendor invoices against contracted terms, license counts, and usage; resolve discrepancies and support timely processing with Finance/AP.
    o Administer and maintain user lists for each software tool, including onboarding, role changes, and deactivation, ensuring compliance with license limits and security requirements; review and update these user lists at least monthly to ensure ongoing accuracy.
    o Serve as a backup administrator for MPA Invoicing to GDC, including maintenance of user access and related configurations as required.
    o Track usage and license allocation across software tools, recommending adjustments to optimize cost and utilization; provide reporting on software inventory, renewals, and invoice trends.

  • Budget Management:
    o Develop and manage project budgets, ensuring alignment with organizational financial goals.
    o Track and report on project expenditures, identifying opportunities for cost optimization.
    o Provide input on IT budget planning, particularly for software licensing, subscriptions, and cybersecurity investments.

  • Collaboration and Communication:
    o Act as the primary point of contact for software and cybersecurity projects, ensuring clear communication with stakeholders and team members.
    o Facilitate collaboration between IT staff, procurement, legal, and other departments.
    o Prepare and deliver regular project updates, including status reports, performance metrics, and post-project evaluations.

Qualifications:

Education and Experience:

  • Associate's degree in Information Technology, Computer Science, or a related field.

  • 5+ years of experience managing IT projects, with a focus on software development, implementation, and cybersecurity.

  • Project Management Professional (PMP) certification or equivalent is preferred.

Skills and Competencies:

  • Strong knowledge of project management methodologies (e.g., Agile, Waterfall) and software development lifecycle (SDLC).

  • Familiarity with cybersecurity frameworks and best practices.

  • Knowledge of and experience with SOC 2, ITIL, and NIST frameworks, and how they apply to software lifecycle management, vendor governance, and cybersecurity posture.

  • Proven ability to manage IT projects in a small to mid-sized organization.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Strong communication and leadership skills, with the ability to manage cross-functional teams.

  • Experience with vendor management, resource planning, and risk management.

Preferred Qualifications:

  • Experience in managing IT projects in a government or public sector environment.

  • Knowledge of cloud platforms and cybersecurity tools.

  • Familiarity with financial planning and cost-benefit analysis for IT projects.

  • Prior experience supporting or implementing controls aligned with SOC 2, ITIL, or NIST frameworks within an IT or software environment.
