Job description

One of our clients is looking for the position Project Manager based on following skills:

In-person interviews are required and will be held September 21-23.

The position will fulfill the roles of Project Manager of the Request for Proposal (RFP) development and vendor selection. It will support the Commissions in all facets of the Commonwealth’s RFP requirements in development, submission, evaluation, negotiation, and award of contract. The position will maintain the role of advocate for the Commissions at every stage of the RFP procurement process. The successful candidate for this position must possess direct project management experience of similar sized scope and complexity of projects that include a software development life cycle, order fulfillment and customer/sales agent support. Familiarity with natural resource management, conservation, and outdoor recreation is highly desired.  Technical writing skills are preferred.

The successful applicant must be capable of working independently to meet the objective of developing an RFP using the Commonwealth’s format and assuring compliance with IT policies, procedures, and procurement rules. The RFP must succinctly capture both Commissions’ licensing and other identified program requirements. The project manager is responsible for maintaining project documents, developing/monitoring the project schedule, capturing meeting notes and document/tracking action items throughout the life of the project. The project manager will also develop the Commissions’ RFP document and manage the submission and assist with the vendor evaluation and final contract negotiations

Project Management: 

Use an approved project management methodology to develop, control, and maintain a project management plan and schedule that will encompass all facets of writing a comprehensive RFP, vendor bid management, evaluation of submissions, negotiation, and contract award.

RFP Development and Submission: 

Utilize Commonwealth management directives, Department of General Services procurement rules, and Governor’s Office of Administration/Office of Information Technology policies and procedures to develop an RFP for the Commissions’ approval and submission that will document the requirements for a licensing system that will replace all existing system functionality as well as documents all requested and approved enhancements.

Develop and document the Commissions’ program requirements to meet business specifications.

Conduct regularly scheduled meetings with subject matter experts, key stakeholders, and Commissions’ Offices of Chief Counsel to ensure expected outcomes are met.

Research, document, and recommend best management practices from other states for automated licensing systems that should be considered as enhancements.

Document security requirements in accordance with Commissions’ and Commonwealth policies, as well as industry standards and best practices, especially as it refers to system and data security.

Preparation of SLAs: 

Prepare Service Level Agreements (SLAs) for inclusion in the subsequent RFP. This includes license requirements, SLAs, security requirements, and contractual instruments. An SLA is a part of a service contract where the level of service is formally defined. The Commissions requires the vendor to have experience in developing RFPs and SLAs for turn-key point-of-sale business processes and to work closely with the Commissions’ Offices of Chief Counsel in developing all SLAs.

RFP Evaluation Assistance:

 Develop and maintain vendor response evaluation metrics for the scoring of all qualified vendors. Assist the Commissions in evaluating proposals submitted through the subsequent RFP process to ensure vendors meet all mandatory RFP requirement as established by the Commonwealth, Department of General Services, and the Governor’s Office of Administration/Office of Information Technology.

Assist with question/answer compilation and response, vendor demonstrations, proposal evaluation, and contract negotiations.

Provide consultation to Commissions on the scoring of vendors.

Provide consultation on negotiating with selected vendor and contract award.
