Job description

Summary
Performs full life-cycle system development activities; analyzes problem domains, develops requirements definitions, and designs, implements, and tests systems.
Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in information technology or a related field.
  • Four (4) years of experience in information systems development, one (1) year of which shall have been in the development of system architectures, practices, and tools.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of principles and practices of full life-cycle system development methodologies, integration techniques, system architectures, and modeling practices.
  • Knowledge of the principles and practices of technical project management including planning, budgeting, and monitoring.
  • Ability to quickly learn emerging technologies for system development activities.
  • Understanding of configuration management and quality assurance practices.
  • Ability to translate defined business needs and requirements into technical specifications.
  • Skill in developing, delivering, and maintaining quality enterprise systems.
  • Ability to facilitate process design sessions.
  • Ability to communicate effectively, both orally and in writing.
Preferred
  • Master's degree.
  • Industry certifications in current networking technologies.

Major Duties/Essential Functions
  1. Conducts detailed analyses and module-level specification development of software requirements.
  2. Performs development and maintenance activities of enterprise software systems to satisfy operational, tactical, and strategic needs.
  3. Develops information, process, and system models for operational, tactical, and strategic systems.
  4. May lead integration activities of operational, tactical, and strategic systems within the defined systems infrastructure.
  5. Performs tactical project management for software system implementation.
  6. Produces cost estimates of software development that consider the level of effort, time frame, and size of the system.
  7. Evaluates technologies used to enable the design, construction, and implementation of enterprise systems.
  8. Reviews and models business processes with managers, functional personnel, technical specialists, vendors, and contractors.
  9. Oversees and guides software development activities to ensure adherence to established methodologies and standards.
  10. Analyzes collected qualitative data and recommends corrective actions to established development methodologies.
  11. Plans and conducts software integration testing to ensure that functional and technical requirements are satisfied.
  12. Manages version control and system evolution.
  13. Implements, configures, and customizes commercial-off-the-shelf packages, as required.
  14. Performs related duties as required or assigned.

Work Environment/Physical Requirements
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.
