Summary Statement

The class incumbent performs advanced social service administration work by overseeing the functional and administrative operations responsible for service delivery, community outreach, intensive case management, and ongoing case maintenance. In addition, the incumbent manages special projects in support of the Director and Deputy Directors, including disaster response deployment and collaboration with community partners. Responsibilities include developing and implementing case management initiatives, fostering partnerships with public and private organizations, and representing the division on statewide task forces, committees, and other interagency work groups.\r\n

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Provides interpretation, implementation and communication of state and federal regulations to statewide, regional and administrative staff.\r\n \r\n \r\n Develops and coordinates budget proposals for division's operating budget.\r\n \r\n \r\n Recommend need for policy and procedure revisions in order to accomplish program objectives, meet client's needs.\r\n \r\n \r\n Supervises, reviews, evaluates, coordinates, and prioritizes the work of staff and make recommendations on hiring and disciplinary action.\r\n \r\n \r\n Monitors hearings and grievances to assure client/employee provider complaints are processed in accordance with time standards and decisions are in accordance with policy.\r\n \r\n \r\n Maintains/negotiates contractual agreements, develops proposal requests to implement provisions of state and federal regulations and/or to provide program services.\r\n \r\n \r\n Monitors program service effectiveness through federal/state program reviews, statistical reports, and analyzes and develops corrective action.\r\n \r\n \r\n Assesses current operations and regulation requirements for applicability to computerization and develop maintenance request to instruct programmers on steps needed to offset changes.\r\n \r\n \r\n Chairs statewide committees, task forces, arranges meetings, coordinates interdivisional projects, develops press releases, provides information to media and prepares various analytical and statistical reports. \r\n\r\n

Job Requirements

JOB REQUIREMENTS for Social Service ChiefAdministrator \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention orrehabilitation. \r\n Three years experiencein developing policies and procedures. \r\n Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. \r\n Six months experiencein budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures. \r\n Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. \r\n\r\n
