Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). In lieu of a degree, four (4) years of directly related full-time experience or a combination of higher education and experience totaling four (4) years may be considered. Four (4) years of progressively responsible, full-time experience in facilities operations, parking operations, transportation operations, infrastructure management, or related fields. Direct supervisory experience. Proficiency in Microsoft Office Suite, to include building excel spreadsheets. Experience performing data analytics. Experience managing operational technology systems (parking management systems, license plate recognition systems, maintenance systems, etc.). Experience working with vendors and/or budgets. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Preferred Qualifications:
Additional years of progressively responsible, full-time experience in facilities operations, parking operations, transportation operations, infrastructure management, or related fields. Experience in higher education, healthcare, municipality, airport, or commercial parking environments. Experience leading capital projects, facility maintenance programs, or asset management initiatives. Experience utilizing Computerized Maintenance Management Systems (CMMS). Project management and contract administration experience.
Brief Description of Duties:
The Assistant Director serves as the operational steward of the University's parking infrastructure, ensuring that parking facilities, technology systems, enforcement operations, and field services are maintained to provide safe, reliable, customer-focused, and continuously available services that support both the University's academic mission and the Hospital's patient care mission. This position is responsible for developing long-term operational strategies, capital renewal plans, preventative maintenance programs, lifecycle technology management, emergency response readiness, special event management and field operations that support more than 40,000 daily customers across multiple campuses, including a 24/7 academic medical center.
- Leadership & Operational Strategy:
- Develop and implement long-range operational strategies for parking facilities and field operations.
- Establish departmental goals, performance measures, and operational priorities.
- Lead multiple operational teams responsible for parking enforcement, facility maintenance, garage operations, special events, valet operations, and parking technology.
- Foster a culture of servant leadership, accountability, operational excellence, safety, and customer service.
- Develop leadership capacity within Field Coordinators, supervisors, and frontline staff.
- Establish KPIs and performance dashboards.
- Facilities Asset Management & Capital Planning:
- Develop and manage long-term capital renewal plans for parking garages, surface lots, signage, lighting, pavement, wayfinding systems, access control equipment, and related infrastructure.
- Develop preventative maintenance programs for all parking facilities and infrastructure.
- Conduct facility condition assessments.
- Prioritize maintenance and capital improvement projects based on operational risk, customer impact, and asset life cycle.
- Coordinate with Facilities Services, Capital Planning, Procurement, consultants, and contractors.
- Monitor contractor performance.
- Develop annual capital budget recommendations.
- Field Operations & Emergency Response:
- Ensure the continuous availability and operational readiness of all parking access, revenue control, and parking management technologies by implementing proactive maintenance programs, monitoring system performance, coordinating vendor support, and rapidly resolving issues that may impact patient care, emergency access, customer service, or university operations.
- Direct field operations supporting an academic medical center requiring continuous operations and rapid response to operational issues that may impact patient care, emergency access, clinical operations, faculty, staff, students, and visitors.
- Oversee the implementation, optimization, and lifecycle management of parking enforcement technologies including License Plate Recognition (LPR), handheld citation systems, mobile applications, digital permitting, and related enforcement platforms.
- Utilize operational analytics to improve deployment strategies and operational effectiveness.
- Develop operational procedures that minimize risks associated with emergency access, fire lanes, accessible parking, patient drop-off areas, loading zones, and critical infrastructure.
- Review snow removal plans on an annual basis with Facilities Services to ensure priorities are correct, confirm communication plan is in place as necessary, evaluate snow removal and work with Facilities Services to remediate any issues.
- Develop and continuously evaluate enforcement strategies that promote compliance while supporting customer education, safety, and equitable application of parking policies.
- Ensure enforcement activities support the department's customer service philosophy by emphasizing professionalism, communication, consistency, and education.
- Develop service recovery procedures for complex enforcement-related customer concerns.
- Establish departmental performance standards and operational metrics for parking enforcement activities.
- Lead periodic reviews of citation trends, enforcement deployment strategies, and compliance data to identify opportunities for operational improvement.
- Develop policies and procedures governing parking enforcement, towing, immobilization, abandoned vehicles, and enforcement technologies.
- Ensure enforcement activities are conducted consistently, professionally, and in accordance with university policies and applicable laws.
- Evaluate parking regulations and recommend policy changes that improve operational efficiency, customer understanding, and compliance.
- Manage all parking services' fleet to include, but not limited to: procurement; coordinating maintenance and inspection of vehicles; tracking vehicle mileage, gas usage and repair costs; ensuring proper cleaning and upkeep of vehicles by staff; and reporting of vehicular accidents through appropriate channels.
- Special Events:
- Develop comprehensive transportation and parking operational plans supporting athletic events, commencement, concerts, conferences, VIP visits, hospital events, and other major campus activities.
- Lead multidisciplinary planning efforts with University Police, Athletics, Hospital leadership, Emergency Management, Conferences & Events, Admissions, Facilities Services, and external partners.
- Establish operational staffing models, traffic management plans, contingency plans, and emergency response procedures for special events.
- Evaluate transportation demand, parking utilization, shuttle operations, pedestrian circulation, and customer experience to optimize event operations.
- Serve as the operational lead for parking and mobility services during major events and incidents.
- Participate in the University's emergency management structure as appropriate.
- Conduct after-action reviews following major events to evaluate operational effectiveness and identify opportunities for improvement.
- Develop performance metrics related to event operations including customer satisfaction, ingress and egress times, staffing efficiency, and operational readiness.
- Identify facility improvements, traffic control enhancements, wayfinding opportunities, and technology investments that improve event operations and customer experience.
- Work with the Senior Communications Manager to publicize the event calendar and create customer notifications as necessary.
- Business Operations:
- Manage field services operations budget. Assist in establishing and reporting on monthly, quarterly and annual targets; including KPIs.
- Develop feedback mechanisms for customers and staff and analyze results to resolve problems and determine opportunities for further improvement.
- Manage multiple projects by tracking project costs and monitoring project progression with a focus on ensuring project deadlines and scope are met and information is appropriately communicated to all stakeholders.
- Provide strategic oversight of procurement coordination for operational, maintenance, technology, and capital improvement initiatives by ensuring all required project documentation, technical specifications, scopes of work, vendor deliverables, procurement packages, contracts, and approval requirements are complete, accurate, and communicated to appropriate stakeholders in accordance with University policies and project schedules.
- Operational Resilience & Service Continuity:
- Develop contingency plans for parking facility closures.
- Ensure continuity of parking operations during equipment failures.
- Develop emergency staffing plans.
- Maintain rapid response standards for hospital operations.
- Lead snow operations planning.
- Coordinate disaster recovery for parking technology.
- Conduct tabletop exercises.
- Develop business continuity plans.
- Other duties or projects as assigned as appropriate to rank and departmental mission.
Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
In addition to the employee's base salary, this position is eligible for $4,000 UUP annual location pay, paid biweekly.
