Position Summary: The Chemehuevi Indian Tribe is accepting applications for the Resort General Manager position at Havasu Landing Resort as part of a Council-approved succession and transition plan. The Resort General Manager is responsible for the overall management, operation, supervision, financial performance, customer service, compliance, maintenance, planning, reporting, improvement, and strategic growth of Havasu Landing Resort and related Resort operations. The Tribe seeks a qualified and experienced manager who can stabilize operations, improve customer experience, strengthen financial controls, evaluate utilities and infrastructure, improve facilities and amenities, and prepare actionable and financially viable plans for Council review and approval. The selected candidate will report to the Chemehuevi Tribal Council or its authorized designee. Final selection, employment terms, compensation, and start date are subject to Tribal Council approval.
Essential Duties and Responsibilities: The Resort General Manager’s duties include, but are not limited to:
- Manage and oversee the day-to-day operations of Havasu Landing Resort and related Resort businesses, facilities, services, and departments;
- Prepare annual budgets for Tribal Council review and approval;
- Manage operating income, operating expenses, capital investment items, reserves, and approved budget allocations;
- Develop, implement, and monitor financial controls to ensure that all gross receipts are accurately received, counted, accounted for, deposited, and reported;
- Prepare and provide regular written operations reports to the Tribal Council, including financial and operational information;
- Supervise, direct, train, hire, promote, discipline, and evaluate Resort employees consistent with Tribal law, Tribal policy, and Council direction;
- Develop job descriptions, staffing plans, personnel procedures, schedules, and staffing-level recommendations;
- Coordinate compliance with applicable Tribal law, federal law, Resort policies, permits, licenses, project approvals, environmental requirements, cultural-resource requirements, safety requirements, and other applicable requirements;
- Coordinate with Tribal departments, including Finance, Human Resources, Realty, TERO, public safety, environmental/cultural-resource personnel, and legal counsel as needed;
- Manage Resort facilities, maintenance, repairs, equipment, inventories, capital improvements, utilities, and long-term maintenance planning;
- Oversee vendor relationships, service contracts, purchasing, insurance, risk management, and customer service standards;
- Develop and implement operating policies affecting Resort appearance, facility standards, hours of operation, customer service, employee practices, entertainment and recreation concepts, and other matters affecting customers and employees;
- Develop annual and long-term plans for Resort operations, marketing, services, amenities, maintenance, capital improvements, and customer experience;
- Prepare, for Council review and approval, a Resort Plan of Development identifying proposed improvements, infrastructure upgrades, utility needs, amenities, project phases, estimated costs, permitting/approval requirements, timelines, and expected economic benefits;
- Prepare, for Council review and approval, an Annual Budget and Operations Plan identifying projected income and expenses, capital investment items, reserves, staffing plans, gross receipts controls, marketing strategy, customer service standards, products/services/amenities, and rate or pricing recommendations;
- Prepare, for Council review and approval, an Annual Maintenance Plan and Five-Year Maintenance and Capital Improvement Plan identifying immediate and long-term maintenance, repair, rehabilitation, utility, infrastructure, facility, equipment, amenity, safety, and customer-experience needs;
- Develop and present actionable and financially viable economic development recommendations for the Resort, including proposed financing strategies for capital improvements, such as use of Resort revenues, reserves, grants, loans, phased development, vendor financing, third-party partnerships, or other legally available funding sources, subject to Council approval;
- Obtain or coordinate cost estimates, bids, inspections, engineering input, feasibility review, permitting review, and other due diligence needed for Council to evaluate proposed Resort improvements;
- Monitor implementation of Council-approved improvement, maintenance, financing, development, and operations plans and provide regular written progress reports to Council.
- Attend Tribal Council, enterprise, affiliate, or General Membership meetings when requested;
- Assist with legal, claims, insurance, regulatory, or compliance matters involving the Resort when requested;
- Protect confidential Tribal, Resort, personnel, vendor, customer, financial, legal, and operational information;
- Preserve, maintain, and organize Resort records so that Council can monitor operations and so that future transitions can occur in an orderly manner; and
- Perform other duties consistent with the Resort General Manager position as assigned by the Tribal Council or its authorized designee.
- At least five(5) years of senior management experience in resort, hospitality, marina, RV park, ferry/transportation, retail, food and beverage, Tribal enterprise, recreation, or comparable multi-department business operations;
- Experience preparing and managing budgets, financial reports, operating income and expenses, internal controls, purchasing, and vendor relationships;
- Experience supervising employees, developing staffing plans, implementing personnel policies, and managing workplace performance;
- Experience maintaining facilities, equipment, capital improvements, customer service standards, safety procedures, and operational policies;
- Demonstrated ability to prepare actionable business plans, budgets, operating plans, maintenance plans, capital improvement plans, and implementation timelines;
- Demonstrated ability to evaluate infrastructure, utilities, facilities, amenities, maintenance needs, and customer-experience improvements in a resort or comparable multi-department business setting;
- Experience developing feasible capital improvement recommendations, including cost estimates, funding strategies, phased implementation, and return-on-investment or economic-impact analysis.
- Ability to work under the direction and oversight of a Tribal Council, governing board, enterprise board, or comparable governing authority;
- Ability to maintain confidentiality and avoid conflicts of interest;
- Strong written and verbal communication skills;
- Ability to prepare clear reports, budgets, plans, and operational recommendations;
- Ability to coordinate with Tribal departments, regulators, vendors, employees, customers, and community members; and
- Ability to pass reference checks, background checks, and other pre-employment reviews required by the Tribe.
- Experience managing a Tribal enterprise or working with a federally recognized Indian tribe;
- Experience with Tribal sovereignty, Tribal law, Tribal employment preference, TERO requirements, Tribal government operations, or federal Indian law considerations;
- Experience managing resort operations involving marina, ferry, RV park, retail, fuel, food service, lodging, recreation, residential, or transportation components;
- Experience developing annual operating plans, maintenance plans, capital improvement plans, marketing plans, and long-term business goals;
- Experience preparing or implementing plans of development, annual budget and operations plans, maintenance plans, five-year capital improvement plans, or comparable business-development plans;
- Experience identifying and pursuing financing or funding sources for capital improvements, including grants, loans, phased development, vendor financing, public/private partnerships, or enterprise-funded improvements;
- Experience stabilizing, improving, modernizing, or expanding aging, infrastructure-constrained, growth-oriented, or redevelopment-ready resort, hospitality, recreation, marina, RV, retail, or mixed-use operations.
- Experience implementing internal controls for cash handling, gross receipts, deposits, inventory, and financial reporting;
- Experience with environmental, cultural-resource, safety, insurance, permitting, and regulatory compliance; and
- Experience turning around, stabilizing, or improving business operations.
To preserve clear lines of supervision, accountability, confidentiality, and enterprise governance, the Resort General Manager may not simultaneously serve as a member of the Chemehuevi Tribal Council while employed as Resort General Manager. This is an employment qualification for the Resort General Manager position and is not a qualification for elected office.
Compensation: Compensation will be determined by the Tribal Council based on qualifications, experience, market conditions, and final employment terms approved by the Tribal Council.
Employment Terms: Employment terms will be subject to final approval by the Chemehuevi Tribal Council and any written employment agreement approved by the Tribe. Nothing in this posting creates an employment contract, guarantee of employment, guarantee of appointment, or waiver of the Tribe’s sovereign immunity. The Tribe reserves the right to modify, extend, cancel, or repost this announcement; reject any or all applications; conduct additional review; negotiate employment terms; and make any appointment subject to final Tribal Council approval. The Resort General Manager may recommend development, financing, capital improvement, maintenance, utility, infrastructure, amenity, or economic development plans, but may not bind the Tribe, Resort, or Tribal Council to any financing, borrowing, grant obligation, third-party development agreement, major vendor agreement, capital project, or material operational change without prior Council approval.
Tribal Preference/Indian Preference: The Tribe shall apply Tribal preference, Indian preference, and/or TERO requirements in accordance with applicable Tribal law and policy.
