Job description

We are seeking an Acquisition Project Manager to support the US Army in Oahu, Hawaii. Please see below to find the job description and desired qualifications;

This person will:

  • Support includes assisting in cost estimating and/or budget activities inclusive of all life cycle phases. Assistance and support is performed In Accordance With (IAW) applicable DoD directives, Army Regulations,  policies and procedures.
  • Support the Government in the development of acquisition requirement packages and performs contracting support functions in compliance with the FAR, DFARS, and as supplemented by the Army Federal Acquisition Regulations (AFARS), Army procedures, and Product Manager (PdM) organizational policies/procedures.


Major PM Duties and Responsibilities:

  • Serve as the Government’s point of contact.
  • Provide technical supervision and guidance for all Contractor personnel assigned to the contract.
  • Lead the Support Contract team in providing best business practices to the program office.
  • Oversee all contractual responsibilities and delivery of all contract deliverables.
  • Ensure an efficient, effective, and economical level of contract support is provided to the program office.
  • Provide oversight of staff and support activities.
  • Maintain contract costs.
  • Coordinate with the COR and, as required by the PMO, to fill vacancies with the most qualified personnel.
  • Manage overall contract performance to include providing subcontract management, monitoring invoicing, coordinating contract change proposals; and understanding the needs and customer expectations to ensure customer satisfaction.

Major Acquisition Duties and Responsibilities in this role will be:

  • Draft contracting memos including but not limited to Justification for Exception to Fair Opportunity (JEFO) Determination and Findings, Brand Name Justifications, Limited Source Justifications, Requests for Information (RFIs), Independent Government Cost Estimate (IGCEs), Market Research, Letters of Concern, Acquisition Strategy Course of Action Briefs, etc.
  • Coordinate and lead teleconferences with IPT leads, KOs, and leadership as needed.
  • Generate and update spreadsheets per contract illustrating contract history, status of funding on contract, and invoice status
  • Update global spreadsheets on the entire portfolio of contracts
  • Maintain pre-award WBS for the PM
  • Generate briefing slides on contracting activity on a weekly basis
  • Provide a trained General Fund Enterprise Business System (GFEBS) certified employee to provide financial/budget management.
  • Designate and have on-site a Budget Analyst Senior to support the overall effort.
  • Provide the Government the resume of the Budget Analyst Senior for approval within their proposal award along with letters of commitment.
  • Review and research financial systems, contracts and other documents for unliquidated obligation balances. Load and maintain data in spreadsheets and financial accounting records regarding obligations for contracts, travel, training, awards, and labor. Involves records on Military Interdepartmental Purchase Requests (MIPRs), and PCSs.
  • Prepare management level reports and presentations on funding and budgets.  Performance Work Statement (PWS) 20
  • Provide assistance with coordination activities to complete and respond to external funding source office’s requests for financial and funding data, to include assisting in estimating cost of required activities.
  • Provide assistance with annual Planning, Programming, Budget, and Execution (PPBE) of funds.
  • Complete transactions in the GFEBS and LMP systems as directed to record obligations and de-obligations.
  • Provide assistance with developing data and reports to support Staff Assistance Visits, Schedule of Budgetary Activity (SBA) audits and Management Internal Controls Program checklist completion.
  • Track and provide weekly reports on obligations against OSD goals monthly and financial findings.
  • Provide assistance with Year-end close-out.
  • Provide assistance with preparation of analysis of Establish and maintain a configuration management process that assures complete traceability of all requirements, specifications, production plans, changes, and related materials.
  • Be proficient in GFEBS, LMP, and DTS. Proficiency in CCARS is preferred.

Travel will consist of weeks' long trips both CONUS and OCONUS.

Travel can be expected 50% of the time.

Must be readily deployable (medically and administratively) to travel within 72 hours in any environment including contingency operations.

Active Secret Clearance

  • Army Acquisition Process experience preferred but other DoD relevant experience is accepted.
  • 8 years related PM experience
  • 8-10 years experience of related acquisition and Budget experience
  • Experience providing oversight of large, multi-functional project teams, preferably in an information technology environment, and planning and managing complex tasks sometimes under tight budget and time constraints across multiple regions overseas
  • Strong management and leadership skills, written and oral communications skills; experience in Government acquisition; familiarity with industry best practices; and Government contract and subcontract management..

Education/Certifications:

  • Project Management Professional (PMP) certification or DAU Level III Project Management certification.
  • Bachelor’s Degree in a Science related field

Desired Qualifications:

  • Master's Degree in a science-related field
