Overview
The position requires at least 10-years of combined industry and government acquisition experience of which 4-years shall include duties/assignments specifically in support of defense acquisition programs. Experience with nuclear delivery systems desired. Master's Degree (B/S) in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.
Responsibilities
  • The applicant will help define military nuclear delivery system scope, requirements, configurations, and identify, track, and quantify technical, cost, and schedule risks in a science and technology environment
  • The applicant will be responsible for developing and delivering Integrated Master Schedules (IMS) for nuclear delivery defense acquisition projects
  • Applicant will be responsible for understanding EVM and schedule estimating, substantiation of confidence level generation, and schedule/prediction analysis to monitor/extrapolate cost/schedule performance during mission execution
  • Applicant will perform Schedule Risk Assessments (SRAs) using JACS
  • This position has daily interfaces with government personnel, prime contractors, and occasional travel to other government and contractor facilities.
  • Air Force Research Laboratory Space Vehicles Directorate
    • The AFRL/RV is located at Kirtland Air Force Base, N.M. It serves as the Air Force's center of excellence for space technology research and development, focusing on space-based capabilities such as intelligence, surveillance, reconnaissance, space situational awareness, communications, defensive space control, and nuclear delivery systems. The Directorate consists of an integrated team of military, civilian, and on-site contractors.
    • AFRL executes the Science and Technology appropriations of the Department of the Air Force (DAF).

Skills Required
  • Applicant must have a strong understanding of system engineering, subsystem technical relationships, engineering trades, technology development and risk and system maturity
  • Applicant must be proficient in performing WBS development, and risk analysis
  • Applicant must have working knowledge of M/S Project
  • Familiarity with other schedule analysis tools, e.g., SSI Tools, Primavera, PertMaster, Steelray, Milestone Pro, OnePager highly desired.
  • Proficiency with M/S office applications required, i.e., Word, PowerPoint, and Excel
  • Excellent verbal communication, written, and quantitative analytical skills required
  • Applicants must have experience with DoD acquisition policies
  • Applicants should have a working knowledge of project management processes, earned value management, and project scheduling
  • Knowledge of DoD Budget cycle desirable
  • Secret security clearance required, Top Secret clearance desirable.
  • U.S Citizenship required.
  • Education Required:
    • Master's Degree (B/S) in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.
  • Certifications:
    • Project Management Institute Scheduling Professional (PMI-SP), Planning and Scheduling Professional (PSP), Microsoft Certified Technology Specialist (MCTS), or Project Management Professional (PMP) desired.
  • Years of Relevant Experience:
    • The position requires at least 10-years of combined industry and government acquisition experience of which 4-years shall include duties/assignments specifically in support of defense acquisition programs.

Education
Bachelor's degree required, preferably in math, engineering, or the sciences.
