Job description

SGI Global is seeking a Part-Time Program Manager to support the Department of Homeland Security Science and Technology Directorate, Finance and Budget Division. This role serves as the contractor's single point of contact and is responsible for the overall management and execution of contract requirements supporting DHS S&T financial support services.

This is a part-time telework position within the National Capital Region, requiring availability during standard business hours from 0900 to 1700 Eastern.

Responsibilities

  • Serve as the contractor's single point of contact for all technical and administrative matters related to the contract
  • Manage and track all tasks performed under the Statement of Work
  • Provide on-site and off-site management of contractor personnel supporting the contract
  • Manage and oversee contractor performance to ensure quality, timeliness, and compliance with SOW requirements
  • Maintain continuous communication with the Contracting Officer and Contracting Officer's Representative
  • Immediately notify the CO and COR of any issues that could prevent timely or successful contract performance
  • Lead and participate in weekly status meetings with Government stakeholders
  • Prepare and submit required weekly and monthly status reports covering technical progress, performance, cost, risks, and projections
  • Serve as the single point of contact for all contract deliverables and performance issues
  • Attend and participate in the post-award conference
  • Develop, execute, and maintain required contract deliverables, including the Transition-In Plan, Contract Management Plan, Quality Control Plan, and Transition-Out Plan
  • Ensure all deliverables are submitted on time and meet Government acceptance requirements
  • Manage all activities associated with the contract to ensure efficient and effective execution of SOW requirements.
Qualifications
  • US Citizen.
  • Bachelor's degree from an accredited college or university
  • Minimum of 10 years of experience managing and executing complex or technical efforts
  • Experience providing advice and counsel to both Government and contractor support staff
  • Minimum of 5 years of direct supervision of a government financial support program
  • Ability to act with full authority on behalf of the contractor as designated Key Personnel
  • Ability to communicate clearly and professionally in written and spoken English
  • Ability to manage multiple tasks simultaneously and ensure timely delivery of quality deliverables
  • Ability to coordinate, oversee, and manage contractor staff performance
  • Must pass Department of Homeland Security suitability and obtain a Public Trust fitness determination prior to beginning work
