We are seeking to hire candidates for our Manager Engineering (8036) - Communications & Signals department.

Additional $5,000 salary increase for having a Pennsylvania PE License.
OVERALL DESCRIPTION
The Manger Engineering, manages the Communications and Signals (C&S) Engineering section by providing leadership and guidance while overseeing the SEPTA in-house and third party design projects; providing construction and maintenance support; developing and maintaining SEPTA's Communications and Signals standards; developing and maintaining SEPTA's Communications and Signals database(s); coordinating the appropriate technical assistance in the field to the trades; providing oversight to the code and regulatory compliance program; Coordinate inspection activities; Manage inspection group. Ensuring that staff stay abreast of current technologies. The Manager of Engineering must have extensive knowledge of engineering and business practices applicable to managing Communications and Signals programs. This includes supporting Communications and Signals Maintenance Departments, Communications and Signals Capital Projects SEPTA's overall capital programs, as well as additional responsibilities related to new and existing Communications and Signals designs.
SPECIFIC RESPONSIBILITIES
  • Manages the Communications and Signals (C&S) Engineering Section through clearly defining functions and goals, establishing priorities, assigning work, mobilizing resources and monitoring progress.
  • Oversee the preparation of construction documentation for SEPTA's C&S in-house and third-party design projects. Prepares project planning and programming. This includes developing conceptual, preliminary, and final designs, cost estimates and technical specifications in addition to supporting in-house construction with the purchasing of specialty items.
  • Maintains responsibility for all C&S engineering design required for the Division. Supports SEPTA (i.e., both in-house and third-party) construction and maintenance projects through field support that includes site visits, document preparation, purchasing support and other duties as required.
  • Oversee the development and maintenance of SEPTA's C&S Standards across SEPTA (i.e., both in-house and third-party) projects through the preparation and oversight of the implementation of standard designs, fabrications, and materials.
  • Oversee the development and maintenance of C&S databases for tracking projects, equipment, maintenance/replacement programs, and the code and regulatory compliance programs.
  • Assures that SEPTA's Engineers stay abreast of current technologies within engineering. field. In addition, the Manager must possess a strong understanding of CAD.
  • Responsible for coordinating the review of design and construction documents submitted by third parties for the installation, replacement, repair or removal of their facilities/systems within SEPTA's Right-of-Ways. Reviews third party design and construction documents (schematic, preliminary and final drawings. specifications, and cost estimates) submitted by others (City, State, and SEPTA Consultants), to ensure accuracy and compatibility with SEPTA standards.
  • Coordinates and oversees inspection of SEPTA facilities in response to call outs and in accordance with applicable regulatory requirements
  • Provides technical support to solve problems during design and construction phases of projects.
  • Assigning work and supervising the activities of the staff; as well encouraging their technical and professional development.
  • Coordinates the project management of multi-disciplined projects within SEPTA along with the coordination of third-party projects (design and construction).
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE
  • Bachelor's Degree in Engineering or related Communications and Signals discipline plus a minimum of eight (8) years of progressively responsible engineering related experience required.
  • Extensive knowledge of Communications and Signal Systems required.
  • Excellent interpersonal, verbal and written communication skills required.
  • Must be proficient in the latest versions of the following programs: AutoCAD, Microsoft Office Suite, and Microsoft Project.
  • Must have a valid driver's license.
