The Senior Fiscal Analyst supports financial operations to advance our mission of creating affordable housing and strengthening neighborhoods. The ideal candidate will bring experience in budget and financial management, familiarity with affordable housing and community development funding sources, and commitment to public service. About the Department This is an exciting time for the Housing and Neighborhood Services Department.

The City's Affordable Housing, Code Enforcement, and Human Relations teams were recently combined to create one department. Collaboratively, the teams will work together to execute the City Council's affordable housing and neighborhood services goals. The department is committed to fostering an environment where everyone on the team is empowered to lead and achieve results consistent with the Council's goals and the department's work plan.

About the Role The Senior Fiscal Analyst is responsible for supporting the financial management of all HNS funding, which is approximately $200 million combined. This role facilitates compliance with federal, state, and local regulations while maintaining accurate and timely financial activities. Leads and supports critical financial operations, including payment processing, budget development and management, financial reporting, procurement and contracting, and creation/approval of reimbursement requests from the U.S

Department of Housing and Urban Development (HUD). Duties/Responsibilities Support all financial activities for the Department, ensuring compliance with applicable laws, regulations, and internal policies. Perform complex financial analysis and reconciliation of multiple funding streams, including federal, state, and local sources.

Enter and/or approve expenditures or payments, taking necessary action to correct issues as needed. Track and report on all payment methods, ensuring timely remittance to vendors. Support with development, monitoring, and management of the Departmental budget.

Prepare comprehensive financial reports for leadership. Support with forecasting revenue and expenditures to support strategic planning. Support procurement and contracting functions.

Create and/or approve reimbursement requests for submission to HUD, ensuring documentation meets federal requirements and expenditure deadlines. Serve as the subject matter expert on HUD entitlement grant financial management. Support the creation and implementation of internal controls, procedures, processes, and workflows to support efficient, effective, and compliant financial operations.

Provide supervision to paraprofessional staff, as needed. Minimum Qualifications & Experience Bachelor's degree in accounting, finance, business administration or a related field Five years of professional accounting/financial experience in work related to assignments. Additional Preferred Skills Strong knowledge of governmental accounting principles Proficiency in financial software (MUNIS, Oracle) and Microsoft 365 Suite Experience with U.S

Department of Housing and Urban Development's (HUD) funding and the Integrated Disbursement and Information System (IDIS) Excellent analytical and critical thinking skills ADA and Other Requirements Work is performed in an indoor office environment, with occasional local travel to external organizations and locations. Sedentary work that involves sitting much of the time. Walking and standing are required occasionally.
