Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.

Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year.

The candidate will act as the Senior Quality Engineer on the CCGT Project in Pecos, Texas. The candidate may start in the home office in Reston, Houston or on project site in Pecos, TX, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project in Pecos, TX. This position is contingent upon project award.

Job Summary:

The Site Senior Quality Engineer will be responsible for the maintenance and verification of implementation of the Project Quality Management System program/plan. The Site Quality Engineer may be required to travel.

The Site Senior Quality Engineer will be required to perform and/or participate in audits of Bechtel Field Engineering, Procurement, and Construction activities, and of subcontractors, suppliers, and sub-suppliers as defined by project and contractual requirements.

The Site Senior Quality Engineer will take on a lead or participatory role for specific quality-related assignments (e.g., causal analyses, quality issue resolution, performance improvement efforts, closed-loop corrective action system implementation, etc.).

The Site Senior Quality Engineer will be expected to become familiar with the Enterprise and Project Quality Management System and assist Project Quality Manager in performing day-to-day quality-related activities.  The Site Senior Quality Engineer will be required to plan and implement work using independent judgment and prior experience in the quality area. #LI-VB1 

Major Responsibilities:
  • Support the implementation of the Project Quality Plan (PQP) and communicate with project personnel across engineering, procurement, construction, administrative services, testing, commissioning & startup to ensure project quality commitments and objectives are achieved.
  • Manage and perform internal and external quality audits and surveillances to ensure compliance to Project requirements and manage the closure of findings.
  • Plan and implement work independently, or with minimal supervision from the Project Quality Manager, in the preparation, performance and documentation of audits, surveillances and other activities.
  • Monitoring and reporting on the status of implementation of the Project Quality Management System and its effectiveness.
  • Verification of materials, worksmanship, and specification/code requirements.
  • Identifying and recording quality problems and have the necessary skills/ability to perform basic causal analysis of incidents in order to identify root cause and in particular have the ability to lead a small team in facilitating causal analysis to identify opportunities for improvement and initiating or recommending solutions.
  • Review and status subcontractor or supplier quality document submittals (Quality Plans, Inspection & Test  Plans, procedures), to ensure effective controls are in place in key areas.
  • Work closely with other groups and support timely reviews of documents or issues requiring quality action.
  • Foster a work environment that promotes safety, quality, openness, trust, communication, teamwork and customer satisfaction.
  • Work with field engineers and supervision within assigned areas to mitigate and/or resolve any quality issues.
  • Incorporate applicable quality assurance program requirements for suppliers and subcontractors into requisitions.
  • Utilize DevonWay for CLCA and process Condition Reports and Recommendations resulting from quality audits and surveillances or other sources.
  • Verify the project’s implementation of Best Practices (BPs) and Lessons Learned (LL) and support the collection and uploading of new BPs and LL to DevonWay.
  • Prequalify subcontractors and suppliers and evaluate their quality management system capabilities and controls.
  • Lead Project QMS orientation and awareness sessions, as applicable.
  • Develop and implement project-specific quality assurance metrics, as needed.
  • Report progress to the Project Quality Manager, including providing inputs to the weekly and monthly project progress reports.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
     
Required Knowledge and Skills:
  • Candidates for this position should have at least seven to ten years of engineering or construction working experience in Quality Management in Combined Cycle Gas Turbine projects, or a similar environment.
  • Electrical and Instrumentation experience is highly preferred.
  • Additional multi-discipline experience: civil/structural
  • Construction/Inspection experience is preferred.
  • Advanced Quality Assurance auditor experience and familiarity with ISO 9001 criteria is required.
  • Technical knowledge in the application of engineering, environmental, procurement, construction, inspection, testing, certification or operation practices, sufficient to comprehend specified requirements is required.
  • Experience in the use of personal computers and Microsoft software (Word, Excel, Power Point, etc.) is required.
  • Ability to communicate effectively orally and in writing with others is required.
  • Candidates must be able to read and interpret drawings and specifications and review and comment on documents generated
  • ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) (required).
  • Strong analytic skills with practical knowledge of how to identify key performance metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
