Perma-Pipe is looking for an experienced Regional Procurement Manager - AmericasThe Regional Procurement Manager, North America is responsible for leading and optimizing procurement activities across multiple operating sites throughout the region. This role partners closely with business unit leaders and cross-functional teams to ensure effective sourcing strategies, inventory optimization, supplier management, and compliance with company policies and procedures.The successful candidate will drive cost savings initiatives, strengthen supplier relationships, support operational excellence, and oversee procurement processes that support business growth and continuity across North America.The role is situated in the United States in either Lebanon, TN, Hebron OH, Rolling Meadows IL, or The Woodlands, TX.This is not a remote or hybrid office position.Perma-Pipe International Holdings, Inc is a dynamic, global supplier of pipe coating solutions and factory pre-insulated piping systems serving the oil & gas, district heating and cooling, and industrial markets. With a strong focus on quality, safety, and innovation.Key ResponsibilitiesProcurement & Strategic SourcingLead procurement activities across all North American operating sites.Evaluate, select, and manage suppliers in accordance with company policies.Identify and develop reliable supplier partnerships to ensure cost-effective and timely supply.Negotiate contracts, pricing agreements, and service arrangements with suppliers.Coordinate centralized procurement of major raw materials and capital expenditures.Secure pricing agreements and support budgeting for projects and operational requirements.Locate and qualify suppliers to ensure business continuity and supply chain resilience.Inventory & Supply Chain ManagementOptimize inventory levels across operating sites to achieve business targets.Improve inventory utilization and reduce slow-moving and excess inventory.Ensure uninterrupted material flow to support production and operational requirements.Analyze market conditions and supply trends to anticipate material availability and mitigate risk.Collaborate across sites and regions to leverage global sourcing opportunities and cost-saving strategies.Coordinate contract manufacturing activities as needed.Process Improvement & ComplianceDevelop and implement procurement and contract management procedures.Review purchasing reports and key performance metrics.Identify improvement opportunities and lead corrective and preventive actions.Ensure annual review and renegotiation of ongoing service and purchase contracts.Coordinate with internal and external auditors, including ISO auditors, to maintain compliance with company policies and procedures.Approve purchase orders within assigned authorization limits.Leadership & Team DevelopmentAssess resource requirements and obtain management approval as needed.Identify staff training and development needs.Conduct performance evaluations and support employee growth.Collaborate with supply planning, logistics, finance, and operations teams to achieve procurement objectives.Perform additional projects and responsibilities as assigned.Required QualificationsEducationBachelor's Degree in Business, Supply Chain, Engineering, or a related field.Certified Purchasing Manager (C.P.M.) designation preferred.PMP certification preferred.Experience15+ years of procurement, purchasing, or supply chain experience.Prior experience in a manufacturing environment strongly preferred.Experience working with ERP systems.Proficiency in Microsoft Office applications.Core CompetenciesCustomer FocusStrategic Decision MakingIntegrity and EthicsLeadershipNegotiation SkillsStrong Communication SkillsTravel RequirementsUp to 25% travel within North America.Reporting StructureReports directly to the Senior Vice President, North America.Works cross-functionally with Supply Chain, Strategic Sourcing, Logistics, Finance, and Operations teams.Indirectly supervises:Senior BuyerSupply Chain CoordinatorTwo Buyers located throughout the U.S. and CanadaPhysical RequirementsAbility to sit, bend, and reach during the workday.Capability to lift up to 20 pounds occasionally.Manual dexterity to operate computers, telephones, and standard office equipment.Normal hearing and vision capabilities.Work EnvironmentPrimarily office-based environment.Occasional overtime may be required based on business needs.Ability to manage multiple priorities, resolve conflicts, and make sound decisions under pressure.Strong interpersonal skills with the ability to collaborate at all levels of the organization.Why Perma-PipeStable, well-established manufacturing organization.Strong focus on safety, quality, and continuous improvement.Opportunity to influence weld quality and shop performance daily.Collaborative, team-driven environment.PERMA-PIPE International Holdings, Inc.
