Health & Safety Specialist - Kingsport Packaging Mill

Job Summary:

The Health and Safety Specialist is accountable for the continuous improvement of the safety programs at the mill by fostering a culture in which safety is an overriding value in all activities and in which every team member assumes personal accountability for safety.

Key responsibilities

  • Support Domtar's safety principles: All incidents are preventable; our commitment to safety is based on caring; line management is responsible and accountable for employee and contractor safety; we are personally accountable for our own safety and the safety of others; everyone has the Right and Responsibility to Act; safety is a condition of employment.
  • Support the Mill in day-to-day safety related activities. Interface with salaried, hourly, and contracted employees during normal and upset production periods, providing guidance and support through leadership, coordination, and technical expertise for safe work practices.
  • Works in partnership with hourly Safety Specialists to drive mill objectives.
  • Represent Domtar with honesty and integrity in all matters.
  • Work in cooperation with Operations and Maintenance to establish reliable methods for improving and sustaining safety performance.
  • Nourish a culture in which safety is an overriding value in all activities and in which every team member assumes personal accountability for safety.
  • Influence and advise business unit managers such that Operations and Maintenance activities are carried out with safety and health integrated.
  • Develop, manage, coordinate and conduct safety training.
  • Conduct safety orientation for mill new hires.
  • Recommend the design and implementation of new programs to minimize company losses due to incidents.
  • Ensure the integrity of health and safety reports and safety KPI's.
  • Evaluate and analyze injury trends, evaluate root causes of injuries and near misses, and support completion of associated corrective action plans. 
  • Recognize opportunities for safety improvement, develop action plans, and lead implementation efforts.
  • Coordinate Emergency Response activities - including mill's overall emergency response plan, medical first aid, first responders, confined space rescue, hazmat. This support may include training and recordkeeping for the respective team(s).
  • Support facility's IH (Industrial Hygiene) program.
  • Coordinate and support safety awareness and leading indicator programs (audits, risk assessments, near-miss reporting, etc. to include LOTO, Hot Work, Confined Space, PSSR, and others).
  • Support the recordkeeping requirements related to the OSHA (Occupational Safety and Health Administration) standards 29CFR1904.
  • Review and assess effectiveness of safety policies and procedures.
  • Analyze, review, and implement federal, local, state, and corporate Health and Safety guidelines.  Ensure compliance at the facility to these regulations and guidelines.
  • Assist in managing and overseeing workers compensation, incident investigation, facility security processes and contractor safety program.
  • Serve as a liaison by providing support to and participating in safety committees.
  • Periodically travel to other locations to support safety audits & investigations.
  • Perform other safety related work and support as directed and required.

Required Qualifications/Professional Experiences Years of Experience/Education/Certifications:

  • A Bachelor of Science (BS) degree in Occupational Health & Safety, or related field.
  • Minimum five (5) years of experience as a safety professional in an industrial setting.
  • Practical knowledge of state and federal safety regulations and guidelines.
  • Proven ability to effectively communicate and teach in one on one and group settings.
  • Demonstrated knowledge and understanding of the safety function within a manufacturing environment.
  • Prior involvement in OSHA safety inspections and accident investigations.
  • Experience with formal safety audits and gap assessments.

Preferred Qualifications/Professional Experiences/Years of Experience:

  • Experience establishing and driving safety programs and performance in a union environment.
  • Previous pulp and paper mill or chemical manufacturing experience.
  • In depth LOTO experience in a paper or chemical manufacturing facility
  • Formal incident investigation / root cause analysis training and experience
  • Experience with Human Organizational Performance (HOP) / HPI programs and systems
  • Strong understanding of significant injury and fatality (SIF) prevention
  • Associate Safety Professional (ASP) or Certified Safety Professional (CSP) certification.
  • Certified Emergency Medical Technician (EMT) or Emergency Response Training/Certification.
  • Experience with Industrial Hygiene.

  • Ability to effectively communicate and teach both at the one-on-one level and in group settings.
