Job description

Senior Budget/Program Analyst

We are seeking to fill a Senior Budget/Program Analyst position within the USCYBERCOM J8 Directorate, J85 Budget Formulation and Integration Division. This position provides critical support to SNAPIT submissions, CIO Integration activities, and analytical tasks associated with Congressional Justification Book (J-Book) development and broader programmatic responsibilities.

Position Overview:

The Budget/Program Analyst will support USCYBERCOM's DoW CIO-directed reporting requirements and budget formulation activities. The role requires strong analytical reasoning, structured problem solving, and the ability to understand both detailed data and broader programmatic impacts. The contractor will assist in connecting guidance, data, and strategy to produce clear, defensible analytical products and strengthen J84's workflow.


Core Responsibilities


A. SNAP-IT and CIO Integration

The contractor will assist with:

  • Preparing and updating USCYBERCOM's Select and Native Programming - Information Technology (SNAP-IT) submissions, including data checks and narrative refinement.
  • Supporting Budget Estimate Submission certification materials and CIO programming guidance inputs.
  • Contributing to USCYBERCOM's DoW CIO Budget Estimate Submission and President's Budget entries.
  • Reviewing and updating taxonomies and integrating approved changes into planning guidance.
  • Providing supporting information for DoW CIO and OSW(Principal Cyber Authority) engagements.
  • Updating financial and program systems with enacted budget data.
  • Supporting Program Objective Memorandum analysis and recommendations.
  • Participating in DoW CIO governance forums and working groups, as needed.
  • Represent USCYBERCOM J8 at DoW CIO governance forums, such as the:
    • Program and Budget Certification Working Group (PBCWG) - monthly/bi-monthly
      • Data Quality Working Group (DQWG) - weekly/bi-weekly


    B. Analytical and Programmatic Support

    The contractor will assist in developing Justification Book materials, budget exhibits, financial summaries, and internal documentation. This includes contributing to guidance documents, workflow aids, and other materials that improve consistency, transparency, and efficiencyacross J84's budget formulation activities.


    Desired Competencies:


    The contractor should demonstrate:

    • Strong analytical and critical thinking skills, including the ability to identify patterns, trends, and inconsistencies.
    • Ability to balance attention to detail with understanding of broader programmatic impacts.
    • Clear and structured writing skills suitable for senior-leader consumption.
    • Familiarity with DoW CIO, OSW(PCA), and Planning, Programming, Budgeting and Execution (PPBE) guidance.
    • Independent judgment and comfort working through ambiguity.
    • Proactive communication and early identification of risks or data gaps.
    • Strong multitasking ability, including managing concurrent suspenses, data inputs, and coordination requirements.
    • Strong familiarity with Microsoft O365 tools, including Teams, SharePoint, Excel, and other collaboration and productivity platforms used across USCYBERCOM.
    • Ability to use modern tools, including automation and AI-enabled platforms, to improve workflow efficiency.


    Technical and Security Requirements:


    The contractor should possess:

    • Active TS/SCI clearance with CI Polygraph.
    • Experience with PPBE or similar federal budgeting processes.
    • Bachelor's degree and relevant experience.
    • Proactive communication. Clear and structured writing skills suitable for senior-leader consumption.
    • Ability to produce structured analytical products.
    • Strong familiarity with Microsoft 365 and data visualization tools.
    • Experience with SNaP-IT or similar systems is preferred but not required.

    Deliverables:


    • Contributions to SNAP-IT entries and CIO submissions.
    • Inputs to BES certification packages.
    • Updated taxonomies and planning guidance materials.
    • Supporting documentation for CIO engagements.
