FUNCTION OF THE JOB
Under the direction of the Solutions Engineering Supervisor, the Applications and Solutions Developer designs, develops, configures, integrates, and supports technology solutions that improve County business operations. The position blends custom application development, solution engineering, platform administration, workflow automation, and modern integration practices.
This role translates business requirements and operational processes into secure, maintainable, and effective technical solutions using custom development, Microsoft 365, SharePoint Online, workflow automation platforms, public website technologies, APIs, and enterprise integration tools. The position also provides technical support for custom-developed applications, application servers, content management systems, integrations, and public-facing web properties.
This role ensures high customer satisfaction through responsive communication, reliable solution delivery, and collaborative partnership with County departments, vendors, and other IT teams.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Works with departments, business users, vendors, and IT staff to gather, document, analyze, and validate business requirements.
  • Translates business requirements and operational processes into functional and technical solution designs.
  • Evaluates requirements against available solution approaches, including custom development, workflow automation, Microsoft 365 and SharePoint, content management systems, integrations, reporting tools, and vendor-supported platforms.
  • Designs, develops, configures, tests, deploys, and maintains custom applications, workflows, forms, integrations, reports, and related technology solutions.
  • Supports County public websites and associated content management systems, including technical configuration, templates, forms, integrations, enhancements, troubleshooting, and coordination with content owners.
  • Designs, configures, and supports SharePoint-based solutions and related Microsoft 365 services for collaboration, document management, workflow automation, intranet content, and business process improvement.
  • Develops, consumes, documents, and troubleshoots APIs, application interfaces, database integrations, and related system integrations.
  • Provides technical support for custom-developed applications, application servers, application services, integrations, and escalated issues related to supported solutions.
  • Participates in application lifecycle activities, including upgrades, migrations, modernization efforts, security remediation, testing, deployment, and operational transition.
  • Prepares and maintains technical documentation, solution designs, support procedures, user instructions, reports, and recommendations.
  • Coordinates with other IT teams regarding infrastructure, identity, security, records, networking, server, database, and integration requirements.
  • Establishes and maintains effective working relationships with County departments, IT staff, vendors, consultants, and other stakeholders.
  • Performs other duties as required.

QUALIFICATIONS
Essential Knowledge and Abilities:
  • Considerable knowledge of application development, solution engineering, systems integration, and enterprise technology solution design.
  • Knowledge of requirements gathering, business process analysis, solution design, testing, implementation, and operational transition practices.
  • Knowledge of web application development, database concepts, reporting, workflow automation, APIs, and integration methods.
  • Knowledge of public website operations, content management systems, web forms, content structure, accessibility principles, and related technical support practices.
  • Knowledge of SharePoint and Microsoft 365 solution configuration, including sites, lists, libraries, pages, metadata, permissions, document management, collaboration, and workflow automation.
  • Knowledge of application servers, application services, deployment practices, troubleshooting methods, and lifecycle support practices.
  • Knowledge of identity, authentication, authorization, role-based access control, and secure application design concepts.
  • Ability to translate business requirements, workflows, and operational processes into effective technical designs and implemented solutions.
  • Ability to evaluate business and technical requirements against multiple solution approaches, including custom development, low-code platforms, SharePoint, content management systems, vendor systems, automation tools, integrations, and reporting solutions.
  • Ability to troubleshoot complex applications, data, workflow, permission, server/service, website, content management system, and integration issues.
  • Ability to prepare and maintain design documentation, technical documentation, user instructions, support procedures, reports, and recommendations.
  • Ability to organize, prioritize, and manage multiple assignments, projects, requests, and operational support responsibilities.
  • Ability to communicate effectively with technical and non-technical audiences.
  • Ability to establish and maintain effective working relationships with County departments, IT staff, vendors, consultants, and other stakeholders.

Preferred Tools and Technologies:
Experience with tools and technologies such as Microsoft .NET, C#, SQL and relational databases, REST APIs, Microsoft Power Platform, Power Apps, Power Automate, Power BI, SharePoint Online, Microsoft 365, Microsoft Graph API, Dataverse, Azure DevOps, JavaScript, HTML, CSS. Experience with content management systems, systems integration, reporting, and automation platforms is desirable.

Minimum Training & Experience Requirements
1. High School Diploma or GED.
2. Four (4) years of progressively responsible work experience in one or more applicable areas such as technology operations, applications and systems analysis, support, and development, network administration and support, database administration and support or a closely related field.
3. Post high school education from a recognized technical school, college, or university in computer science or a related area may be substituted for part of the work experience as follows:
- Associate degree and three years of work experience
- Bachelor's degree and two years of work experience
- Master's degree and one year of work experience
