Job Description: 

The Senior Manager, Program Management leads the execution of this complex enterprise of our Special Communications business, specialized NTN operations and management as well as the associated field devices and special user operations. This role is responsible for cost, schedule, technical performance, and customer satisfaction across operations, development, and sustainment efforts, including direct leadership of the U.S. Space Force EMSS program, Special User Field Devices and Operations. 

The Senior Manager provides strategic direction, manages program level risks and opportunities, oversees a team of Program Managers, and engages routinely with appropriate customers in the DOW and IC, as well as mission partners. The candidate will serve as the senior program leader with accountability for all phases of the program lifecycle, from capture through completion. Success in this role requires strong leadership, disciplined program execution, and the ability to drive business results across cross functional teams.

Essential Functions:

   Own program cost, schedule, resourcing, contractual compliance, and technical performance across Firm Fixed Price and Cost-Plus programs.
   Lead cross functional Integrated Product Teams (IPTs) including Engineering, Operations, Contracts, Finance, Quality, Supply Chain, and Security.
   Manage and mentor a team of Program Managers supporting Development, Production, and OM&S activities.
   Conduct regular program reviews, including cost, schedule, earned value, technical performance, and risk management assessments.
   Develop competitive proposals, follow on opportunities, and market and customer growth initiatives.
   Develop new business initiatives, campaigns and associated road maps to drive toward AOP and JSP goals of the business.
   Build and maintain strong customer relationships with the USSF, DOW, IC customer base as well as mission partners in this portfolio.
   Direct financial planning and execution for the assigned portfolio, including baselines, EACs, cash management, and financial forecasting.
   Lead continuous improvement efforts across program execution, operational efficiencies, risk mitigation, and process discipline.
Ensure adherence to all regulatory, export, safety, and corporate policies.
   Ability to travel 25%.

 

Qualifications:
   Bachelor's Degree with 12 years prior experience, Graduate Degree with 10 years prior experience. In lieu of a degree, minimum of 16 years of prior related experience.
   Active TS/SCI clearance.


Preferred Additional Skills:

   Experience with OM&S contracts.
   Knowledge of the Iridium NTN infrastructure.
   Proficiency in EVMS principles and leading programs with EVM requirements.
   Strong communication, negotiation, customer facing, and executive level presentation skills.

The salary range for this role in Virginia is $153,000.00 - $284,000.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
