Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

The Senior Manager, Climate Resilience Planning will work directly with senior staff across the MTA in the development and implementation of capital projects that reduce climate risks for MTA customers and assets, with a particular focus on NYCT Subways, Buses, and Bridges & Tunnels assets. The Senior Manager will develop climate resilience strategies and capital projects, manage studies and analyses of critical planning issues, working on complex transportation asset strategies, create new tools to assess climate resilience investments, and represent MTA policies with stakeholders. Responsibilities

The Senior Manager, Climate Resilience Planning is responsible for managing planning initiatives pertaining to the future of the MTA’s capital investments facing climate risks. The Senior Manager will manage internal progress on programs and initiatives that make the New York City region and the MTA itself more resilient to climate change; this includes integrating climate resilience priorities into the MTA's capital assets, such as stations, track, pump rooms, structures, signals, communications, power, yards and facilities that together make up the millions of components that enable the MTA to move millions of New Yorkers every day.

The Senior Manager, Climate Resilience Planning will contribute substantially to all, or a subset therein, of the following core Planning activities:

• Advancement of the MTA’s current 5-year capital program and development of the upcoming Twenty-Year Needs Assessment and future 5-year Capital Program, particularly in relation to climate resilience.
• Updates to the MTA’s system-wide Climate Vulnerability Assessment, including integrating the latest climate projection data and MTA asset data, synthesizing and prioritizing findings, and incorporating the latest analysis into future capital program documents.
• Working directly with senior staff on the development, planning, and implementation of multiple climate resilience proposals and initiatives.
• Developing and managing scopes, budgets, and work plans for various projects.
• Supervising consultants, reviewing draft deliverables, providing constructive feedback, and vetting consultant recommendations with internal stakeholders to ensure high quality final deliverables that reflect MTA priorities, and the needs of its customers.
• Developing, using, and managing data analytics and planning tools, particularly those that inform the prioritization of climate resilience actions within the MTA capital plan.
• Using GIS to analyze contexts and implications of transportation improvements and vulnerabilities to climate risk.
• Identifying, cleaning, and utilizing large databases of information, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and socio-economic and demographic information, to complete technical analyses that ultimately inform climate resilience capital investment prioritization.
• Quantifying the benefits of climate resilience investments, including identifying and using models to estimate the magnitude of avoided losses and risk reduction through proactive planning and design requirements.
• Tracking, mapping, and timely reporting of severe weather event impacts on MTA assets and infrastructure to MTA leadership, and subsequent development of feasible recommendations to reduce capital and operational impacts.
• Developing and delivering concise, content-rich analyses and presentations to stakeholders, including internal leadership, government officials, and community partners.
• Building collaborative relationships across multiple units within MTA and the broader community of stakeholders across the New York City region to advance the MTA’s climate resilience goals.

Education and Experience

A Bachelor's degree in Urban Planning, Engineering, Public Administration, Environmental Sciences, Transportation, or a related field.

Must have a minimum of eight (8) years of relevant experience, preferably in transportation or climate resilience planning.

Must have a minimum of four (4) years in the management of large projects or supervisory role in a multi-faceted organization.

Master's degree preferred.

AICP or PE certification/license is a strong plus.

Understanding of and fluency with climate modeling, resilience initiatives, and risk-based decision-making.

Strong supervisory and technical skills, including proficiency in data analytics, visualization tools, and spatial analysis.

Proficiency in climate policies, data analytics, visualization tools, and spatial analysis.

Ability to perform in-depth qualitative and quantitative analyses using a variety of tools and datasets.

Substantial time and task management skills with the ability to manage multiple projects and deadlines and maximize the output of a small staff.

Effective communication, verbal, written, and presentation skills.

Knowledge of the MTA regional network and operating context, as well as local, state and federal transportation and policies.

The ability to work with both senior-level staff and technical personnel on a diverse array of issues.

The ability to interface with stakeholders, including senior political and business representatives.
