Job Summary

The Regional Manager is responsible for the overall leadership, financial performance, operational execution, and strategic growth of an assigned geographic division. This role reports to EEI's Divisional Vice President. This role provides complete oversight of multiple utility construction projects from business development and estimating through project execution and closeout while maintaining accountability for safety, profitability, client satisfaction, and operational excellence.

The Regional Manager serves as the primary leader for the division, directing project management personnel, field operations, estimating, scheduling, procurement, subcontract mangement, financial forecasting, and customer relationships. This position carries full profit and loss responsibility for the division and works closely with EEI leadership to develop growth strategies, allocate resources, mitigate risk, and achieve company objectives.


Responsibilities

Duties and Responsibilities:

  • Develop and maintain long-term relationships with utility clients, developers, engineering firms, and strategic partners.
  • Identify new business opportunities and support regional growth initiatives.
  • Participate in customer meetings, presentations, industry events, and contract negotiations.
  • Support proposal strategy, contract review, and project pursuit efforts.
  • Direct all day-to-day operations within the assigned division.
  • Provide leadership and oversight for multiple concurrent transmission, distribution, substation, renewable energy, battery storage, or other utility infrastructure projects.
  • Ensure projects are executed safely, on schedule, within budget, and in accordance with contract requirements.
  • Monitor project performance and implement corrective actions when necessary.
  • Visit project sites regularly to support field leadership and maintain customer relationships.
  • Maintain full P&L responsibility for the division.
  • Develop forecasts, revenue projections, and cash flow forecasts with project managers.
  • Review and analyze project cost reports, earned revenue, labor productivity, equipment utilization, and profitability.
  • Approve monthly billings, change orders, subcontractor payments, vendor invoices, payroll, and major expenditures.
  • Monitor accounts receivable and assist with collections as necessary.
  • Provide senior management with accurate financial reporting and performance metrics.
  • Creates construction work plans that specifies project scope, objectives, and criteria for proposals.
  • Oversee project planning from award through closeout.
  • Review project schedules, manpower plans, procurement strategies, and equipment needs.
  • Manage contract compliance, subcontract administration, change management, claims, and risk mitigation.
  • Review major estimates, proposals, budgets, and procurement decisions.
  • Ensure timely processing of RFIs, submittals, change orders, purchase orders, and owner communications.
  • Allocate project managers, superintendents, field personnel, equipment, and support resources across the division.
  • Coordinate staffing based on workload and project priorities.
  • Support recruiting, interviewing, succession planning, and workforce development.
  • Assist with performance evaluations, coaching, mentoring, and employee development.
  • Promote a strong safety culture and ensure compliance with company safety programs and client requirements.
  • Partner with Safety personnel to reduce incidents and continuously improve safety performance.
  • Ensure quality standards and company procedures are consistently followed throughout project execution.
  • Lead and mentor Project Managers, Assistant Project Managers, Construction Managers, Office Manager, Project Administrators, and support staff.
  • Foster collaboration between Operations, Estimating, Accounting, Safety, Fleet, Procurement, and Senior Leadership.
  • Establish division goals and monitor key performance indicators.
  • Drive continuous improvement initiatives and operational efficiencies.
  • Assist Accounting with audits and financial reporting.
  • Support strategic planning initiatives.
  • Participate in senior planning meetings.
  • Perform additional duties as assigned by Senior Management.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business, or related field preferred.
  • Equivalent utility construction experience may be substituted.
  • 10+ years of progressively responsible utility construction experience.
  • 5+ years in senior operations, project management, or division leadership.
  • Experience managing multiple large construction projects simultaneously.
  • Strong understanding of utility construction contracts, estimating, scheduling, project controls, and risk management.
  • Demonstrated success managing profit and loss responsibilities.
  • Experience leading multidisciplinary teams across multiple project locations.
  • Strong financial, analytical, negotiation, and organizational skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office and construction/project management software.
