Senior Credit Officer - SBA
Summary: The SBA Senior Credit Officer is a fundamental component of the Credit team and directly impacts the success of the team. The scope of the role is unique given the complexity of the SBA Standard Operating Procedures combined with desirability of maintaining the bank's Preferred Lender Partner status for delegated underwriting. These functions are critical for AMB to originate and sell 7a loans into the secondary market.
The position requires a seasoned executive who has the experience to manage the underwriting function, all regulatory, compliance, and audit requirements. The Senior Credit Officer also works directly with the SBA Director and Sales Manager to increase sales cycle efficiencies and production quality.
The delegation of SBA credit leadership responsibilities outlined below will provide essential efficiencies. They will assist with recruiting, strengthen our culture, and afford the SBA Director time to manage, plan, improve, grow and protect all other aspects of the SBA Division:
Job Functions:
  1. Credit Management and Leadership
Build, manage, and develop a high-performing SBA credit team responsible for all SBA credit management, underwriting, analysis, and all reporting related functions to ensure the team is achieving results. Reporting includes but is not limited to all required regulatory and internal reporting to senior management.
  1. Loan Underwriting
Improve the SBA credit underwriting process and practices in order to achieve company credit performance goals. Ensure the credit decision process complies with the SOP and other guidelines and results in well-closed and underwritten loans. Coach the SBA credit team to evaluate, underwrite, and prepare presentation for credit approval. Evaluate, underwrite, and prepare complete and thorough presentations for all committee-level SBA credit requests. Coach and mentor existing underwriters through daily interactions as credit memos are prepared for approval.
  1. Prescreen Support
Establish a process to review all new loan requests to determine whether to proceed to a term sheet and full financial package. Maintain prescreen procedures for all new SBA loan requests as part of the submission process in order to maintain clear and productive guidance to SBA Business Development Officers (BDOS) in all markets including but not limited to specific loan structure and eligibility, interpretation of the SOP, general financial analysis support, etc. Complete borrower conference calls with and without the Director or Business Development Officers as needed to further determine the credit worthiness of a borrower.
  1. Specific Credit Support SBA Business Development Officers
Maintain clear and productive communication and guidance to SBA Sales Officers regarding concerns with specific loan structures and eligibility, interpretation of the SOP, general financial analysis support, etc.
  1. Loan Portfolio Management
Collaborate with the Portfolio Manager to establish and conduct on-going annual portfolio reviews. Use historic performance data, analytics, and industry research to make and support recommendations to ensure proper oversight of the SBA loan portfolio.
Demonstrate the use of relevant and accurate information, data, analytics, and research are used to make, and support, recommendations to ensure proper oversight of the SBA loan portfolio.
Review relevant and accurate financial information on all servicing requests including collateral swaps, and deferment requests. Assist with all pre and post approval closing modifications/Change in Term (CIT) requests.
  1. Compliance
Complete required training and perform all job functions in compliance with applicable law, regulations, Bank policy and procedures. Manage Reg B reporting for testing and CRA.
Assist the SBA Director with all on and off-site reviews by the Office of Credit Risk Management, SBA and other regulatory reviews and internal audits.
  1. Training
Maintain expert-level proficiency in all SBA lending programs and requirements through active engagement in industry associations, seminars and training, and be responsible for leading the credit training effort for all other members of the SBA credit team.
  1. Policy and Procedures
Interpret, develop and update Government Guaranteed Loan Policy as soon as program changes occur. Make certain that all Government Guaranteed Underwriting Guidelines, and Underwriting Procedures comply with SBA SOP and Bank Loan policies. Assist with development of bank internal SBA loan forms and documents.
  1. Perform other tasks and assist in projects as needed.

Position Requirements:
  • Bachelor's Degree in Accounting or Finance is required. Advanced degree is preferable.
  • Extensive knowledge of and experience with the SBA Standard Operating Procedures with Lender Programs and Loan Servicing.
  • Minimum of 10 years of SBA 7a program lending/credit experience with 7+ years dedicated to credit underwriting with increasing levels of responsibility.
  • Knowledgeable of MS Office Suite programs, credit analysis software and core operating systems
  • Knowledgeable in financial institution operating policies and procedures and banking regulations state and federal.
Key Qualifications:
  • Demonstrated skill in analysis and interpretation of business and individual financial statements, tax returns, and cash flows.
  • Ability to define problems, aggregate facts, draw valid conclusions and provide recommendations for resolution.
  • Working knowledge of all applicable Bank products and services.
  • Excellent problem-solving skills
  • Detail oriented, good organizational, interpersonal, communications and writing skills.
