Job description

Job Title: Sr. Business Systems Consultant - Transportation
Duration: 6 months
Location: Salem, OR (Remote)

Our client is seeking an experienced Business Systems Consultant Manager to support the Crash Analysis & Reporting (CAR) Unit. This role will serve as a strategic advisor and subject matter expert responsible for analyzing complex business processes, evaluating technology solutions, and recommending improvements to enhance operational efficiency and system effectiveness.

The consultant will work closely with business stakeholders, management, and IT teams to assess current systems, document business processes, support system modernization initiatives, and provide guidance throughout the Software Development Lifecycle (SDLC). The ideal candidate will possess strong business analysis, system integration, data management, and project coordination experience, along with knowledge of crash data management and NHTSA reporting standards.

Key Responsibilities

  • Coordinate and lead the analysis of complex business and technology issues impacting the CAR Unit.
  • Research, document, and recommend improvements to business processes, workflows, operational practices, and system efficiencies.
  • Analyze ODOT Highway Crash Management systems, databases, and related business processes.
  • Document current-state (AS-IS) and future-state (TO-BE) business processes and technology environments.
  • Collaborate with CAR Unit stakeholders to gather business needs and requirements.
  • Recommend technology and system design alternatives that align with business objectives.
  • Support unit testing, system testing, and User Acceptance Testing (UAT) activities.
  • Conduct data quality assessments and provide recommendations for data review, cleanup, and governance.
  • Provide project management guidance, task coordination, and status reporting.
  • Develop business requirements, functional specifications, process documentation, and technical recommendations.
  • Facilitate communication between business users, management, and technical teams.
  • Support end-user training, documentation, and change management activities as needed.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Business, or a related field.
  • Minimum 10 years of professional experience in information technology, business systems consulting, business analysis, or related disciplines.
  • Proven experience serving as a Subject Matter Expert (SME) in business systems, software products, or functional business areas.
  • Experience working directly with mid-level and senior management stakeholders.
  • Demonstrated ability to analyze and improve complex business processes and technology environments.
  • Strong verbal and written communication skills.
  • Proven ability to gather, document, and validate business requirements.
  • Experience facilitating stakeholder meetings and translating business needs into technology solutions.
