Job description

SUMMARY

Act as the Cognos super user and subject-matter expert for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau (USCB). Keep the IBM Cognos Analytics framework and its supporting servers performing reliably and securely. Building on the base operating-system administration provided by the Census Cloud Services and Virtualization Division (CSVD) and the security scanning and RMF support provided by the Office of Information Security (OIS), the administrator will manage application-server configuration such as IIS, COTS installation and patching, and Cognos framework administration. Configure the Cognos Framework Manager metadata model, drive enterprise monitoring and incident response, and author the Standard Operating Procedures that govern the Cognos environment.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Work in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met in support of program objectives.

  • Administer the IBM Cognos Analytics framework and related servers for optimum performance, reliability, and security.

  • Manage application-server configuration such as IIS, COTS installation and patching, and Cognos COTS administration, building on the base operating-system services provided by CSVD.

  • Serve as the Cognos super user for the Cognos Framework Manager metadata model: connect data sources, define business logic through the graphical interface, create objects, and publish packages for reporting.

  • Administer Cognos security, user roles, and access in accordance with USCB policy.

  • Use enterprise monitoring tools to drive SLA reporting, capacity planning, and proactive and reactive incident response, tracking health and performance metrics such as up/down status, license thresholds, job monitoring, and account expirations.

  • Coordinate with CSVD on monitoring tooling such as SolarWinds, DataDog, Oracle Enterprise Manager, and CloudWatch, and with the Office of Information Security on vulnerability monitoring, patching, and continuous-monitoring artifacts aligned to current NIST standards.

  • Author and maintain Standard Operating Procedures (SOPs) for the Cognos servers, application, and framework.

  • Manage Cognos administration tasks through ITSM tickets and the Jira Kanban board.

  • Support the business-intelligence team in compiling and deploying Cognos packages and reports across environments through the CI/CD pipeline (Jenkins, GitHub Actions) and established release-management policies.

  • Maintain code, scripts, and configuration files in source control (GitHub Enterprise) per agency and industry standards, with traceability back to the originating Jira work item.

  • Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence, keeping the team's knowledge repository current and preventing knowledge silos.

  • Participate in Agile Scrum activities, including daily standups, sprint planning, and retrospectives, translating priorities into committed, traceable work.

  • Maintain regular and punctual attendance.

  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.

  • Bachelor's degree in Information Systems, Computer Science, Data Analytics, Engineering, or a related field Master's preferred. Additional experience may substitute for the degree.

  • Eight (8) or more years of business-intelligence platform experience, including senior-level, hands-on administration of IBM Cognos Analytics.

  • Demonstrated expertise with the IBM Cognos Framework Manager, including data-source connections, business-logic modeling, and package publishing.

  • Demonstrated experience administering Cognos on Windows and Linux servers, including installation, patching, security configuration, roles, and access.

  • Experience with enterprise monitoring and incident response in a federal or regulated environment aligned to NIST standards.

  • Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.

  • Experience producing SOPs and technical documentation.

  • Must obtain and maintain any necessary security access and/or background checks.


DESIRED QUALIFICATIONS & SKILLS

  • Excellent written and verbal communication skills.

  • IBM Cognos Analytics certification or equivalent vendor credential.

  • Experience with Oracle and/or PostgreSQL data sources and data-warehouse modeling.

  • Experience with monitoring tools such as SolarWinds, DataDog, Oracle Enterprise Manager, or AWS CloudWatch.

  • Familiarity with the Department of Commerce, U.S. Census Bureau, or comparable federal financial, budget, or statistical-agency systems.


WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.


TRAVEL

The expected travel time is less than 15%.

Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 15%.


WORK ENVIRONMENT

Work is expected to be remote; however, the company reserves the right to require onsite work.

Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits

  • Pay: 140,000 to 155,000 annually
