Senior Project Manager / Owner's Representative
Location: Santa Rosa, CA, Hybrid with Regional Travel
Pay Rate: $90-$100 per hour
Schedule: Monday-Friday, 8:00 a.m.-5:00 p.m., 40 hours per week
Employment Type: Contract-to-Hire
Conversion Eligibility: After approximately 520 hours, subject to business needs and performance
Position Overview
SuperbTech, Inc. is seeking an accomplished Senior Project Manager / Owner's Representative to support complex capital construction and infrastructure projects for a major utility organization.
Acting as an extension of the owner's project team, this individual will oversee construction management, commercial performance, project controls, and stakeholder coordination. The Senior Project Manager will help ensure projects are completed safely, on schedule, within budget, and in accordance with established quality standards.
This is a hybrid, field-focused position requiring travel to multiple project sites approximately three days per week. Sites are located throughout California's North Coast region, including Solano, Napa, Sonoma, and Mendocino counties. Candidates must live within reasonable driving distance of these locations. Santa Rosa-area candidates are strongly preferred.
Key Responsibilities
  • Represent the owner throughout all phases of assigned capital construction projects.
  • Lead projects from design and preconstruction through construction, commissioning, turnover, and closeout.
  • Manage architects, engineers, consultants, general contractors, subcontractors, vendors, and other project partners.
  • Oversee project scope, budgets, schedules, risks, quality, and overall commercial performance.
  • Administer construction and professional services contracts.
  • Manage change orders, claims, project documentation, and issue resolution.
  • Review design deliverables, cost estimates, project schedules, construction changes, and contractor submissions.
  • Monitor contractor performance, construction progress, safety compliance, and quality standards.
  • Identify project risks and develop practical mitigation and recovery strategies.
  • Coordinate with internal leadership, operations teams, contractors, consultants, and other stakeholders.
  • Prepare and present project updates, performance reports, risks, and recommendations to leadership.
  • Lead commissioning, occupancy or operational readiness, project turnover, and final closeout activities.

Job Requirements
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, or a related technical field.
  • At least 10 years of progressively responsible experience managing capital construction projects.
  • Professional experience working for a design-build general contractor.
  • Demonstrated experience delivering commercial vertical construction and site development projects.
  • Proven ability to manage large-scale projects from design through construction, commissioning, and occupancy or operational turnover.
  • Strong experience managing contractors, consultants, budgets, schedules, contracts, risks, and project controls.
  • Hands-on experience with change management, contract administration, and claims resolution.
  • Strong knowledge of construction safety, quality assurance, scheduling, cost management, and project reporting.
  • Excellent leadership, communication, negotiation, and stakeholder-management skills.
  • Ability to travel to multiple regional project sites approximately three days per week.
  • Must reside within driving distance of Solano, Napa, Sonoma, and Mendocino counties.
  • Must be authorized to work in the United States without requiring employer sponsorship.

Preferred Qualifications
  • Previous experience serving as an Owner's Representative.
  • Capital project experience within the utility, energy, infrastructure, or other highly regulated industries.
  • Experience managing concurrent projects across multiple active sites.
  • Familiarity with project controls, forecasting, cost reporting, and schedule-recovery planning.
  • Professional certification such as PMP, CCM, or PE.
