Policy and Regulatory Insights Advisor, Senior Principal - RemoteJob Description
The Government Affairs Policy Advisor Senior Principal is responsible for managing all State and Federal policy functions. Establishing overall policy priorities and strategies, overseeing the portfolio of all State and Federal policy materials and advocacy tools, and providing policy education to various audiences to advance Prime's strategic objectives. This role will have a line of communication with corporate executive leadership to ensure continual policy alignment with business objectives and identify areas of strategic concern for executive leadership. This position will also serve an external- and client facing spokesperson and thought leadership role on key positions.
Responsibilities
  • Establish and maintain partnerships with various strategic leaders (both ELT and SLT within the company in order to continually adapt and design our policy and legislative strategy to reflect the company's short- and long- term business objectives.
  • Provide effective and engaging policy education - through written memos, presentations, and guest/public speaking engagements - to various internal and external audiences, tailored to the audience and to further the company's strategic and policy objectives and influence.
  • Provide coordination and project management support for Board and Board committee policy-related materials, meetings, and deliverables, including serving as staff support for the client policy advisory forum and cross-functional collaboration with other internal issue-specific task forces client advisory groups to ensure aligned stakeholder engagement and awareness of risks and opportunities in the evolving regulatory and policy environment.
  • Provide information to company leaders and executives about regulatory and legislative headwinds in the industry as a consideration for business strategy via leadership alert memos, quarterly reports, and regulatory landscape updates.
  • Manage policy and legislative strategy between Federal and State issues for consistency and clarity; harmonize messaging and approach at a macro level, with an eye toward proactive advocacy and thought leadership.
  • Manage the portfolio of policy materials including but not limited to internal and external issue briefs, talking points, leave-behinds, bill-specific materials, and legislative language that protects the strategic priorities of executive leadership.
  • Provide thought leadership across the industry and through Trade Association (PCMA) involvement that influences adoption of particular policy approach and strategy.
  • Lead federal regulatory comment strategy, synthesis, and filing.
  • Other duties as assigned

Minimum Qualifications
  • Bachelor's degree in Political Science, Pharmacy, Healthcare Administration or related area of study, or equivalent combination of education and/or relevant work experience
  • 10 years of work experience in government affairs, regulatory, audit or compliance roles in PBM, healthcare or other highly regulated industry, with at least 5 years of experience working directly with legislative or regulatory matters impacting PBM business

Must be eligible to work in the United States without the need for work visa or residency sponsorship
Additional Qualifications
  • Deep understanding of legislative and regulatory activity at the state and federal level and how those activities are interrelated
  • Ability to adapt policy approach based on what has been undertaken successfully in other regulator or legislator conversations
  • Deep understanding of PBM industry and business objectives and ability to translate those to policy priorities and approach
  • Demonstrated ability to perform public speaking effectively for a variety of audiences
  • Ability to provide leadership and problem solving in the event of legislative and reputational crises in the legislative setting
