Job description

Senior Business Systems Engineer

The Center for Elders' Independence is a PACE (Program of All-Inclusive Care for the elderly) organization (PO) that uses an interdisciplinary team approach for care planning and implementing purposeful high quality, affordable, and integrated health care services to the elderly. Our elderly meet PACE requirements as prescribed by CMS and are referred to as participants. Our PO includes Adult Day Health Centers and primary care clinics, promoting participant autonomy, quality of life and the ability for individuals to live in their communities

THE POSITION: We are seeking a Senior Business Systems Engineer to provide senior, hands-on technical and operational support across CEI's enterprise business applications. The role supports systems used for Claims, Finance, Contracts, Enrollment, Outreach, provider payment, and related administrative functions. This position combines application support, systems analysis, configuration, data mapping, integration, testing, and production problem solving. The Senior Business Systems Engineer will also identify recurring support issues and redesign fragmented or manual processes into controlled, scalable, and maintainable system solutions.

The annual pay range for the Senior Business Systems Engineer position at Center for Elders' Independence is $104,332 to $159,629. Placement within the range is determined based on job-related factors such as relevant experience, skills, abilities, internal equity, and market data, consistent with CEI's annual compensation review and established compensation practices.

DUTIES AND RESPONSIBILITIES:

  • Provide senior technical and operational support for enterprise applications such as EZCap, Salesforce, Conga, finance systems, claims and provider-payment platforms, and other assigned business applications.
  • Troubleshoot complex configuration, workflow, mapping, permission, file-load, interface, data, reporting, and production issues; serve as an escalation point for difficult operational problems.
  • Support provider, contract, fee schedule, rate, claims, payment, finance, enrollment, outreach, and related application configurations.
  • Work with Claims, Finance, Contracting, Enrollment, Outreach, Operations, vendors, and IT partners to understand business processes, policies, contracts, rules, data requirements, and control needs.
  • Translate approved business requirements into maintainable system configurations, workflows, mappings, interfaces, validation rules, and technical specifications.
  • Identify incomplete or ambiguous requests and help establish structured intake, validation, approval, testing, implementation, and audit processes.
  • Conduct root-cause analysis to determine whether recurring incidents arise from process, data, configuration, integration, training, or system-design issues.
  • Define and maintain application reference data, effective dates, versioning, configuration records, business rules, and system mappings with appropriate traceability.
  • Use SQL and other analytical tools to validate data, reconcile results, investigate issues, and confirm expected business and financial outcomes.
  • Support APIs, file interfaces, ETL processes, batch jobs, scheduled processing, and light automation across enterprise applications.
  • Develop test scenarios and support system testing, regression testing, user acceptance testing, deployment, post-production validation, and stabilization.
  • Coordinate application incidents, vendor escalations, cross-system dependencies, production changes, and communication with affected business teams.
  • Create and maintain system documentation, configuration records, process maps, runbooks, support procedures, and knowledge-transfer materials.
  • Identify opportunities to reduce repetitive manual work, recurring tickets, rework, and dependence on individual staff members or vendors.
  • Support application implementations, upgrades, migrations, integration changes, and business process transformation initiatives.

QUALIFICATIONS:

  • Strong SQL skills for data validation, reconciliation, troubleshooting, and production support.
  • Working knowledge of APIs, file-based integrations, ETL processes, batch jobs, and system-to-system data exchanges.
  • Experience with one or more enterprise platforms such as Salesforce, Conga, EZCap, claims systems, finance systems, contract-management systems, CRM platforms, or comparable applications.
  • Understanding of configuration governance, effective dating, version control, auditability, data quality, security, and operational controls.
  • Ability to analyze end-to-end business processes and determine whether an issue should be addressed through support, configuration, workflow redesign, integration, data correction, or user training.
  • Basic scripting or automation capability using Python, JavaScript, PowerShell, or comparable tools.
  • Strong analytical, problem-solving, documentation, communication, and stakeholder-management skills.
  • Bachelor's degree in Information Systems, Computer Science, Business, Healthcare Administration, or a related field, or equivalent combination of education and professional experience.
  • Five or more years of experience in business systems engineering, enterprise application support, systems analysis, application administration, or a closely related role.
  • Demonstrated experience supporting complex enterprise applications and resolving issues involving configuration, workflows, data mappings, permissions, interfaces, and business rules.
  • Experience gathering requirements, documenting processes, developing test plans, supporting UAT, and coordinating production deployments.
  • Experience working directly with business stakeholders, vendors, technical teams, and third-party service providers.

PREFERRED QUALIFICATIONS:

  • Experience in healthcare, managed care, PACE, claims, provider contracting, finance, enrollment, outreach, or other regulated operational environments.
  • Experience supporting HIPAA-regulated data, audit requests, compliance controls, and production change-management processes.
  • Experience improving cross-department workflows or replacing manual, email-, spreadsheet-, or ticket-driven processes with standardized system workflows.
