M&J is seeking a Senior Civil Engineer with expertise in accessibility compliance to support WMATA (Washington Metropolitan Area Transit Authority) projects. This role focuses on ensuring civil engineering designs and construction activities comply with ADA, ABAAS, and other accessibility standards.

  • Perform engineering reviews of rail stations, bus bays, garages, pedestrian pathways, and related facilities to evaluate compliance with ADA Standards for Accessible Design, DOT regulations, ABA, and WMATA accessibility standards.
  • Assess complex structural and civil engineering elements such as grading, drainage, structural load, and materials durability that impact accessibility compliance and long-term sustainability.
  • Review audit data collected by ADA Quality Assurance staff to prepare detailed reports with references to ADA, ABA, DOT, and WMATA standards.
  • Conduct systemwide trend analysis to identify recurring accessibility issues, systemic risks, and opportunities for long-term improvements.
  • Develop prioritized remediation plans that balance severity of defects, safety, customer usability, and capital planning requirements.
  • Collaborate with WMATA departments including Operations, Capital Planning, Safety, Maintenance, and Real Estate to integrate audit findings into project planning and funding decisions.
  • Facilitate discussions with internal stakeholders to review audit results, agree on prioritization, and outline remediation strategies.
  • Support the development of dashboards and summaries that track defect resolution, remediation progress, and compliance trends for senior leadership.
  • Provide engineering judgment to ensure remediation strategies are technically sound, cost-effective, and aligned with accessibility best practices.
  • Contribute to monthly and annual accessibility compliance reports, linking engineering findings with enterprise-wide accessibility performance metrics.
  • Support WMATA leadership in demonstrating compliance progress to oversight bodies (i.e., FTA, DOJ, local regulators, etc.) through clear, evidence-based reporting.
  • Attend required meetings and perform other duties as assigned.

  • Bachelor’s or master’s degree in civil engineering, transportation engineering or architecture.
  • Registered Professional Engineer (PE) or Architect in Virginia, Maryland, or the District of Columbia.
  • Minimum of ten (10) years of progressive experience in civil/transportation engineering with an emphasis on accessibility compliance, remediation planning, or capital program support.
  • Demonstrated ability to analyze audit data and translate findings into remediation plans that meet ADA Standards for Transportation, ABA, DOT (49 CFR Part 37), and Section 504 usability requirements.
  • Experience developing capital planning strategies, prioritization frameworks, and engineering solutions for large-scale transit facilities.
  • Proven ability to collaborate with multi-disciplinary stakeholders to align compliance needs with operational and budgetary realities.
  • Proficiency in enterprise and audit data systems, including Maximo and SharePoint, as well as Microsoft 365 and Adobe Acrobat.
  • Proficiency communicating technical findings clearly to both technical and non-technical audiences.

Preferred Qualifications

  • AutoCAD drawing experience.
  • Master’s degree in civil engineering, transportation engineering, or architecture.
