The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The NCSB is seeking a Registered Nurse I who provides nursing healthcare services and education within various City of Norfolk departments and programs. Also provides services in the community. Performs intake assessments, administers first aid and medications, screenings and administrative duties, as well as prepares for local disasters. Practices within acceptable standards in accordance with all city, state, and federal requirements. Provides daily nursing oversight of Licensed Practical Nurses in the absence of a Registered Nurse II. This position specifically will be assigned to Float between I-Care, OTP, ACT, CRC, and CAS programs as needed.
Departmental Hiring Salary Range: $71,184 - $81,685
Essential Functions
Essential functions include but are not limited to:
The Registered Nurse I is responsible for providing psychiatric nursing services for the Integrated Care Clinic, Opioid Treatment Program, and Assertive Community Treatment Program under the umbrella of the Norfolk Community Services Board as follows:
  • Provides general medical and psychiatric nursing services including but not limited to, medication administration, injections, phlebotomy, vital sign determinations, monitoring of substance withdrawal syndromes, crisis intervention, physical and/or mental status examinations, and other assessments as required.
  • Performs intake assessments by obtaining medical histories and testing and recording present medical conditions.
  • Administers first aid by assessing the injuries or illness, determining the necessary care to provide and completing the necessary documentation and phone calls.
  • Administers medication, immunizations, and treatments by reviewing and clarifying the physician's orders, recording medication administration accurately, and serving as a liaison between physicians, nursing staff, children, parents, and other staff within the department.
  • Performs screenings, per specific department requirements, and records test results, composes referrals, and arranges for follow-up as necessary.
  • Performs administrative duties by establishing and maintaining health records for all patients, developing individualized care plans, entering information into various electronic systems, and disseminating information to physicians, supervisors, and other staff members.
  • Provides health education by setting up health and safety programs, consulting with the general public regarding health concerns, attending meetings, serving as a case manager and making home visits to evaluate patient needs.
  • Prepares for local disasters by attending training sessions, participating in drills, reviewing disaster protocols, and being available to serve the community in the event of a disaster.
  • Monitors and coaches LPN's, RNs, and medical technician staff, and provides additional training and supervision as needed.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Registered Nurse (RN) license with an Associate's Degree in Nursing Science or Bachelor of Science Degree in Nursing (BSN) is required.
One year of experience as a Registered Nurse. An LPN who has been employed with the City for over one year, and then attains an RN license, would be able to use their prior service as an LPN to count towards the one-year experience requirement.
Preferred Experience:
Minimum of one year of experience working with patients with severe mental illness, co-occurring substance use disorders, and co-morbid general medical conditions, preferably in an integrated psychiatric and primary care outpatient setting.
Additional Information & Requirements
  • Must hold current unrestricted licensure to practice as a Registered Nurse in the Commonwealth of Virginia or licensed in one of the Nurse Licensure Compact States.
  • CPR/First Aid Certification.
  • Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
