Operational Technology (OT) Network Administrator (Top Secret) Location: Naval Base Guam (Onsite)
Clearance: Active Top Secret (Tier 5) or eligible for Interim T5
Employment Type: Full-Time Position Overview Proksi Systems is seeking an experienced Operational Technology (OT) Network Administrator to support the Naval Facilities Engineering Systems Command (NAVFAC) Marianas. This position supports mission-critical Facility-Related Control Systems (FRCS), Industrial Control Systems (ICS), Building Management Systems (BMS), and SCADA environments responsible for maintaining Navy infrastructure and facilities. The successful candidate will serve as the senior technical resource responsible for designing, administering, securing, and troubleshooting industrial network infrastructure while ensuring high availability, cybersecurity compliance, and uninterrupted operation of critical facility systems. Responsibilities
Administer and maintain industrial Ethernet networks supporting OT/ICS/BMS environments.
Configure and support Cisco Industrial Ethernet, Palo Alto firewalls, Data Diodes, Stratix, RuggedCom, and other industrial networking equipment.
Implement and maintain secure IT/OT network segmentation utilizing the Purdue Model.
Manage firewall policies, Ports, Protocols, and Services Management (PPSM), and OT boundary protection.
Perform Tier III troubleshooting of OT network outages, routing issues, and industrial protocol communications.
Analyze network traffic using Wireshark and other protocol analysis tools.
Support Risk Management Framework (RMF) activities, vulnerability remediation, STIG implementation, and cybersecurity compliance.
Develop network topology diagrams, SOPs, system baselines, and technical documentation.
Support Military Construction (MILCON) projects, design reviews, commissioning efforts, and modernization initiatives.
Coordinate with cybersecurity personnel, facility engineers, and system vendors to maintain secure, reliable operations.
Required Qualifications
Active Top Secret (Tier 5) security clearance or ability to obtain an Interim T5.
U.S. Citizenship required.
Minimum 5 years of advanced network administration experience.
Minimum 3 years supporting Operational Technology (OT), Industrial Control Systems (ICS), SCADA, Building Management Systems (BMS), or Facility-Related Control Systems (FRCS).
Experience with industrial networking technologies and protocols, including BACnet/IP, Modbus TCP, DNP3, or similar.
Experience implementing network segmentation, firewall management, and OT cybersecurity best practices.
Working knowledge of RMF, STIGs, NIST SP 800-82, and DoD cybersecurity requirements.
Excellent troubleshooting, analytical, communication, and documentation skills.
Required Certifications Candidates must possess at least one DoDM 8140-approved certification, such as: Security+
