The primary purpose of this position is SECURITY SPECIALIST, GS-0080-12, to serve as a Special Access Program (SAP) security specialist, providing physical, industrial, personnel, operational, communications and information security management disciplines in support of the 388th Fighter Wing and 419th Fighter Wing.
Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience: Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all security disciplines (Information, Industrial, Personnel, Physical, Communications)
to effectively develop, implement, administer, manage, and evaluate collateral, SAP, and SCI security programs.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of SCI and SAP security principles, practices and policies related to information security protection.
4. Knowledge of required security training concepts, procedures, and practices to assist managers in establishing
and operating internal security programs. Skill in developing written policies and procedures.
5. Skill to communicate clearly, concisely, accurately and effectively, both orally and in writing.
6. Ability to plan, organize, and direct the functions and staff of a medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work requires regular and recurring physical exertion, such as prolonged walking, standing, stooping, and
crawling. These duties are performed while conducting various inspections in areas such as aircraft hangers and parking ramps, storage warehouses, and vaults or to support recovery of classified material involved in major accidents such as an aircraft crash. Performance of work may take place in areas with limited access spaces, uneven terrain, or construction sites and many include the use of ladders. The work will require some abilities
of physical agility and strength to work in confined spaces and to move or lift moderately heavy objects 50lbs or less. Employee may be tasked to deploy during exercises or real world contingencies to support the unit's operations. Deployed locations may be austere bases with various physical demands associated with maintaining living and working conditions.
WORK ENVIRONMENT: The primary work is performed in an office setting.
Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
This position is world-wide deployable, in support of one or more wing unit type codes (UTCs). Employee must maintain medical, physical, and personal readiness to deploy in support of world-wide taskings to both western non-western areas of responsibility.
