Job description

Job Description BAE Systems is hiring a Director of Program Capability reporting into the Program Excellence organization within Combat Mission Systems (CMS) business. The Program Excellence team provides strategic and thought leadership to Project, Program, and Portfolio Management for the CMS business area with annual sales of approximately $3B and over 160 program managers. The Director is responsible for establishing and continuously improving the enterprise program management capabilities to drive consistent, compliant, and successful program execution across the business. This leader oversees proposal execution processes, program management standards, knowledge management, training, organizational performance metrics, and continuous improvement initiatives. Working closely with Program Management, Business Development, Finance, Supply Chain, Operations, and executive leadership, this role ensures the organization has the people, processes, tools, and governance necessary to successfully win and execute complex defense programs. The role will report to the Sr. Director of Program Excellence.
* Because this role involves a combination of collaborative/in-person and independent work, it will take the form of a hybrid work format, with time split between working onsite and remotely (averaging 3 days onsite weekly).
* For this position, we will consider someone working out of any one of the major Combat Mission Systems locations: York PA, Sterling Heights MI, Louisville KY, or Maple Grove MN.
* There may be 10-25% of travel.
Responsibilities:
* Lead, coach, and develop a high-performing team responsible for proposal excellence, program management processes, training, knowledge management, and organizational performance metrics
* Establish clear goals, priorities, and individual development plans aligned with organizational objectives
* Foster a culture of collaboration, continuous learning, accountability, and customer focus
* Conduct regular performance reviews, provide coaching and feedback, and recognize individual and team accomplishments
* Hire and onboard high-caliber talent with expertise in program management, proposal operations, process improvement, knowledge management, and training
* Partner with the CMS program manager community to provide program management expertise and assist with proposal execution, process development, knowledge management, and organizational KPIs to ensure successful program planning and execution
* Lead the development and continuous improvement of the enterprise Program Performance Review (PPR) process, ensuring executive leadership receives accurate, actionable insights into program performance, key risks, recovery plans, and organizational trends
* Provide maintenance to existing program management processes and best practices to meet the needs of the business, improving and streamlining all facets of program management
* Lead the enterprise proposal management process from opportunity planning through proposal submission
* Support proposal teams by providing program execution expertise, transition planning, and execution strategy
* Capture and implement lessons learned from proposal activities
* Develop proposal playbooks, templates, and best practices
* Successfully partner with program management teams and functional leaders to implement PM training roadmap
* Promote consistency across all programs within CMS, ensure existing and improved processes remain in compliance with EVMS System Description and DOD Earned Value Management System Interpretation Guide
* Drive continuous process improvement of CMS Integrated Program Management/Business Management System processes based on program performance and customer feedback
* Support cross-segment and BAE Systems, Inc. program management initiatives
* Support CMS Program Management in Lifecycle Management
* Support the Program Management function for internal/external audits Required Education, Experience, & Skills * Ability to obtain a Secret Security Clearance
* Bachelor's Degree and 12 years work experience or equivalent experience
* Experience leading, developing, and managing a high-performing team of professionals, including direct responsibility for hiring, coaching, performance management, and talent development
* Knows what "good" looks like and can quickly identify process, training, and execution gaps
* Experience in Knowledge Management and Training large groups/organizations
* Demonstrated success leading major Defense proposals
* Experience managing large, complex programs; directly responsible for profit and loss
* Experience managing program/project performance, cost control, and schedule adherence using Earned Value Management (EVM) principles
* Expertise in Data Analytics and Reporting
* Experience in Data Visualization, including Power BI or similar tools
* Experience in Continuous Improvement
* Experience in Cross-functional Team environments
* Ability to execute strategic plans to achieve performance goals
* Ability to lead cross-functional teams through influence, engagement, and feedback
* Ability to interface with and present to senior leaders and customers in an accurate, concise, and understandable manner

Full-Time Salary Range: $138267 - $235053 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
