Job description

POSITION SUMMARY
This is a proposal for Argonne National Labs in Lemont, IL for a Project Manager.
The Project Manager (PM) is responsible for the management and oversight of Contractor personnel assigned to this contract, and for implementing contract requirements in accordance with Laboratory direction.
RESPONSIBILITIES
The Project Manager (PM) is responsible for the management and oversight of Contractor personnel assigned to this contract, and for implementing contract requirements in accordance with Laboratory direction.
  • Ensure Contractor compliance with applicable Department of Energy (DOE) orders, Argonne policies, Protective Force operational policies and procedures (General Orders, Post Orders, Emergency Response Procedures), and the requirements identified in contained in Appendix A-1 and A-2 of the contract, as directed by the Laboratory.
  • Ensure Contractor compliance with all Statement of Work requirements and maintain contract-required documentation for review by the TR.
  • Serve as a primary liaison with the TR regarding operational and contract performance matters. Communication between the Laboratory and other Contractor personnel is permitted as operationally necessary.
  • Participate in DOE and Argonne surveys, inspections, and assessments as requested and provide supporting documentation as required.
  • Provide managerial direction and supervision to Key Personnel and Protective Force personnel assigned under this contract.
  • Conduct quarterly performance evaluations of Key Personnel and Shift Supervisors.
  • Oversee recruitment and hiring of Contractor personnel and maintain sufficient staffing levels to meet minimum coverage requirements.
  • Conduct promotional boards. Promotions to Key Personnel positions are subject to TR concurrence. The TR shall be notified of all personnel promotions.
  • Administer labor relations matters, including grievances, in accordance with the applicable Collective Bargaining Agreement (CBA). Resolution of grievances shall not modify contract requirements without written approval from the Laboratory.
  • Conduct internal personnel investigations as appropriate. Investigations involving Laboratory systems, site access controls, security systems, or potential security incidents shall be reported to the TR immediately. The Laboratory reserves the right to conduct parallel or independent investigations.
  • Prepare and submit Quarterly and Annual Reports in accordance with Exhibit 3.
  • Provide monthly performance metrics and accomplishments to the TR, including at a minimum: staffing compliance rates, exception reports, overtime usage, training completion status, incident statistics, and personnel status changes.
  • Oversee Contract Line Item (CLIN) documentation for completeness and accuracy. The PM shall compile supporting documentation for review and certification by the TR or designee.
  • Become BSOT and CAS certified to function in an operational supervisory capacity only during emergency situations and only with TR approval. Routine dual-hatting is not permitted.
  • Ensure that contract-required records are maintained onsite in an organized, auditable manner and are available for Laboratory review.
  • Maintain a security clearance at a level determined by the Laboratory.
  • Log and document activities, performance metrics, and compliance data as directed by the Laboratory or TR. Duties may be reassigned or modified by the TR within the scope of this contract to meet operational needs.
  • Perform other duties within the scope of this contract as directed.

QUALIFICATIONS
  • Minimum of five (5) years of progressively responsible experience in security operations, law enforcement, military service, or comparable protective force environment.
  • Demonstrated experience in supervisory or management roles within a 24/7 operational environment.
  • Experience in labor relations and personnel management preferred.
  • Ability to manage staffing, scheduling, and compliance requirements in a unionized environment.
  • Clearance eligibility as required by the Laboratory.
  • Equivalent combinations of education and experience may be considered.
  • Ability to respond outside normal business hours and provide operational leadership during emergencies.
  • Must hold individual Private Security Contractor License
