We are seeking a Contractor Program Security Manager to support and strengthen our National Industrial Security Program in a DCSA accredited lab environment. This position demands a proactive and accountable security professional who thrives in a fast-paced, mission-critical, and compliance-focused setting, leading the program security team in delivering a gold-standard program.
Responsibilities
The Contractor Program Security Manager is responsible for supporting the FSO in implementing and maintaining a gold standard security posture for the Tactical Innovation and Experimentation Lab (TIEL) mission areas at the Huntsville facility. The CPSM will collaborate with IS Security, system administrators, TIEL leadership, and other industry partners to ensure compliance with DCSA directives while supporting the TIEL's unique mission. Key responsibilities include:
Security Program Management
  • Direct security operations within the accredited TIEL Open Storage Areas.
  • Develop, implement, and enforce security policies and procedures to ensure compliance in an evolving environment.
  • Assess security compliance through self-inspections, random and routine compliance checks, and interviews with employees.
  • Investigate security infractions/violations and prepare reports as required.
  • Attend program staff calls and reviews and report relevant updates to the FSO.

Industrial and Personnel Security
  • Ensure compliance with safeguarding standards including proper use of GSA-approved containers and Intrusion Detection Systems (IDS).
  • Manage secure storage containers and combinations; ensure proper accountability of classified holdings.
  • Manage physical access controls, alarm systems, and visitor control procedures for classified spaces.

  • Maintain access control logs, courier authorizations, and destruction certificates.
  • Maintain accountability and control of all classified materials throughout the generation-to-destruction lifecycle.
  • Maintain records of cleared employees; manage reinvestigations, continuous vetting requirements, CAC applications and reverifications.
  • Maintain accurate records for initial, annual, special briefings, debriefings, and insider threat training.

Classified Contract Support
  • Assist with classification decisions using the appropriate Security Classification Guide.
  • Assist with DD254 preparation and review
  • Manage physical access controls, alarm systems, and visitor control procedures for classified spaces.
  • Collaborate with program leadership in forecasting program security needs, preparation plans, and potential areas of vulnerability.

Security Education Training and Awareness
  • Develop, conduct, and document relevant training for program personnel targeted to their roles
  • Maintain training records and ensure compliance with program, annual security and caveat training requirements.
  • Provide orientation briefings to onboarding TIEL team members

Qualifications
Required Qualifications:
  • A Bachelor's degree in a related field (or 10 years relevant work experience)
  • 5+ years of relevant work experience supporting DoD classified contracts
  • Completion of FSO Program Management for Possessing Facilities CDSE curriculum
  • Proven record of security excellence (Cogswell award recipient, consistent track record of Superior and Commendable ratings, etc.)
  • In-depth understanding of 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), Insider Threat Program requirements, and industrial security best practices
  • Proficiency with DISS, NBIS, SWFT, NISS, ACCS, COMSEC/DIAS, SIMS, and CCURE or Lenel
  • Excellent leadership, communication and presentation skills
  • Active Secret security clearance (TS preferred)
