**This is an upcoming opportunity contingent on contract award.

The Information System Security Manager (ISSM III) is responsible for overseeing the Navy's cybersecurity program implementation and ensuring compliance with Department of Defense (DoD), Department of the Navy, and NAVSEA cybersecurity requirements. This role involves leadership in developing and managing cybersecurity strategy, personnel, and policies to maintain the confidentiality, integrity, and availability of Navy information systems. The ISSM III serves as the senior cybersecurity lead responsible for implementing, enforcing, and maintaining the Navy's cybersecurity strategy. They manage the day-to-day operations of the information security program, ensuring compliance with DoD and Navy directives. The role also includes overseeing system accreditation, certification, and Risk Management Framework (RMF) processes, coordinating with Navy leadership, program managers, and IT stakeholders to integrate cybersecurity into operations and acquisitions.

REQUIREMENTS:

Target Education: Master's degree in computer science, information technology, or an equivalent science, technology, engineering & mathematics (STEM) degree from an accredited college or university.

Target Experience: Eight (8) years of experience coordinating with various levels of an organization to oversee and manage information security program implementation within the organization or other area of responsibility. Must have managed cyber strategy, personnel, infrastructure, policy enforcement, emergency planning, security awareness, and/or other resources.

Navy experience a plus!

Must have at least ONE of the Certification below:

  • CAP
  • CASP+ CE
  • CISM
  • CISSP (or Associate)
  • GSLC
  • CCISO
  • HCISPP

An Operating System (OS) / Computing Environment (CE) level certification is required.

PLACE OF PERFORMANCE

  • The contractor's primary place of performance shall be at government facilities in Philadelphia, PA. It is estimated that 89% of the work will occur on-site at the NSWCPD facility and 11% of the work will occur off-site at the contractor facility.
  • Performance will in Philadelphia; however, travel may be required to the following government sites: Key West, FL, Norfolk, VA, and Other CONUS Locations as required.

SECURITY REQUIREMENTS

  • Secret or TS with SSBI Investigation, or TS/SCI
