The State of New Hampshire Lottery and Gaming Commission, Investigation & Compliance Division, is seeking a Full-Time Gaming Security Manager to help protect the systems, processes, and partnerships that keep New Hampshire's Lottery and iLottery operations secure, compliant, and trusted. In this role, you'll work across the organization and with state agencies, law enforcement, vendors, retailers, and industry partners to oversee gaming security, information security, business continuity, disaster recovery, and operational risk programs.
You'll coordinate compliance initiatives, support investigations, oversee vendor and retailer due diligence, guide business continuity planning, and help strengthen the safeguards that ensure the integrity and reliability of Lottery operations. If you're a collaborative problem solver with strong analytical skills, sound judgment, and the ability to navigate complex regulatory environments, you'll find a rewarding opportunity to make a lasting impact in an organization dedicated to serving the people of New Hampshire.
Summary:
Plans, directs, and administers the New Hampshire Lottery Commission's information security, gaming security, compliance, and operational integrity programs. Serves as the agency's lead administrator for gaming security compliance, business continuity, disaster recovery, vendor risk management, and operational integrity initiatives while supervising assigned staff and coordinating with internal and external stakeholders to safeguard Lottery and iLottery operations and ensure compliance with applicable laws, regulations, contractual requirements, and agency policies.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS: Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in operations management, gaming security, IT program management focusing on security and systems integrity, logistics, regulatory or compliance management, 2 years of which must have been in a supervisory, management, or administrative capacity.
License/Certification: Valid driver's license and/or have access to transportation.

PREFERRED QUALIFICATIONS: Knowledge of federal regulations and statewide information security laws, rules and standards established by the State of NH and to actively work towards upholding those standards. Master's degree from an accredited institute or higher education with major study in Information Technology, Computer Science or Business Administration. Demonstrated experience with program administration, program planning and evaluation.

DETAILED TASKS AND RESPONSIBILITIES :
  • Develops, implements, coordinates, and administers agency information security, privacy, business continuity, and compliance programs in collaboration with the New Hampshire Department of Information Technology (DoIT), Department of Administrative Services (DAS), the Multi-State Lottery Association (MUSL), the Tri-State Lotto Commission, and other stakeholders to ensure compliance with applicable laws, regulations, contractual obligations, agency policies, and industry standards.
  • In coordination with the Chief Compliance Officer (CCO), oversees and coordinates MUSL Rule 2 compliance, gaming security, iLottery security, and related programs to protect the integrity, security, and performance of Lottery systems and operations. Oversees the implementation of MUSL Rule 2 requirements by coordinating prize validation reviews, security, operational and compliance audits, maintaining required documentation, and ensuring corrective actions and compliance initiatives are completed.
  • Exercises independent judgment in administering assigned programs and provides direct supervision of the Investigations and Compliance Section (ICS) Operations Team and the Shipping Operations Manager, ensuring compliance with regulatory requirements, operational procedures, workforce management practices, and performance objectives. Work is performed within established laws, policies, and agency objectives with periodic review by the Chief Compliance Officer.
  • Oversees Lottery information system security. by monitoring threats and vulnerabilities, evaluating emerging risks, administering user access permissions, conducting access audits, and recommending policies and procedures to safeguard agency information, assets, gaming systems, and authorized external access.
  • Implements the agency's Business Continuity and Disaster Recovery Program by developing, maintaining, testing, and evaluating recovery plans to ensure operational resilience and the timely restoration of critical business functions and systems.
  • Manages vendors, retailer, and licensee security and compliance activities by coordinating background investigations, due diligence documentation, and monitoring adherence to agency standards, contractual requirements, and regulatory obligations.
  • Serves as the agency's primary liaison with federal, state, and local law enforcement agencies regarding criminal investigations, theft, fraud, loss prevention, retailer security, and matters affecting Lottery integrity. Coordinates responses to gaming security incidents by directing investigations within assigned authority, assessing operational impacts, recommending corrective actions, and ensuring timely notification and reporting to agency leadership and regulatory authorities.
  • Assists with prize validation and security verification activities to ensure winning tickets and claimants comply with established security protocols, regulatory requirements, and Lottery procedures.
  • Oversees secure product receipt, storage, inventory control, distribution, and retailer fulfillment operations to ensure accountability, operational efficiency, security, and compliance with established agency procedures and performance objectives.
  • Advises the Chief Compliance Officer and agency leadership on gaming security, regulatory compliance, operational integrity, information security, and industry developments. Evaluates operational risks, recommends mitigation strategies and security improvements, and supports initiatives that protect the integrity of Lottery operations.
