The Challenge:

The security of classified information, sensitive activities, and secure facilities is a top priority in preparing our military forces for the future operating environment. What if you could use your security management and secure facility experience to support the planning, construction, and accreditation of facilities associated with the Navy’s next-generation TACAMO aviation security mission?

JCTM is seeking an Assistant Site Security Manager/Construction Surveillance Technician (CST) for new construction projects to support facilities and accreditation activities at Marine Corps Air Station Cherry Point. You will assist the Site Security Manager (SSM) to lead the security team for the government to establish secure, compliant facilities capable of protecting classified information and supporting critical operational missions.

Challenging Projects:

As an Assistant Site Security Manager/ CST with JCTM, you will serve as a lead CST resource supporting the planning, coordination, tracking, and reporting of secure facility construction and accreditation activities.

You will work across multiple stakeholder organizations to collect and analyze program information, maintain schedules and action trackers, prepare leadership products, and help integrate security requirements into facility planning and execution. This position requires strong analytical judgment, attention to detail, discretion, and the ability to translate complex program information into clear and actionable products.

Key Responsibilities:

  • Program Coordination: Coordinate activities among government security personnel, facility stakeholders, engineers, architects, construction representatives, contractors, and program leadership.
  • Security Program Support: Assist the Site Security Manager and government security representatives with secure facility planning/design, construction security activities, accreditation preparation, and compliance tracking.
  • Information Collection and Analysis: Collect, organize, catalog, validate, and analyze program, facility, construction, schedule, security, and accreditation information.
  • Tracking and Reporting: Develop and maintain integrated action trackers, milestone schedules, risk registers, issue logs, decision records, document inventories, and status dashboards.
  • Leadership Products: Prepare reports, briefing materials, executive summaries, meeting materials, metrics, charts, and decision-support products for government leadership.
  • Construction Security Coordination: Support Construction Security Team activities by coordinating schedules, documenting requirements, tracking personnel and access matters, and maintaining awareness of construction-phase security actions.
  • Accreditation Support: Organize accreditation documentation, monitor package development, identify missing information, and track actions required to support facility approval.
  • Meeting Management: Plan and support working groups, design reviews, security coordination meetings, construction meetings, and accreditation readiness reviews. Record decisions, document action items, and monitor completion.
  • Stakeholder Communication: Facilitate information flow across organizations and ensure stakeholders receive accurate, timely, and appropriately controlled program information.
  • Risk and Issue Management: Identify schedule, coordination, documentation, or compliance issues that could affect secure facility execution and elevate them to the appropriate government or JCTM lead.
  • Document Control: Maintain organized and controlled repositories for security plans, meeting records, reports, schedules, correspondence, and accreditation-related materials.
  • Program Integration: Assist with integration and execution activities throughout the planning, design, construction, and facility stand-up phases.
  • Site Activity Support: Observe and document construction or security-related activities, support visitor and access coordination, and report potential deviations through established government channels. This is to ensure that you always maintain positive control of the secure site/sites.

You Have:

  • Active TS/SCI security clearance
  • Bachelor’s degree
  • 9+ years of directly relevant experience coordinating, analyzing, and reporting complex program information
  • Experience supporting planning, stakeholder coordination, decision-making, or program execution activities
  • Ability to collect information from multiple sources and convert it into accurate reports, schedules, metrics, briefs, and executive-level status products
  • Experience managing/working the following areas of Construction Security:
    • Sensitive Compartmented Information Facility (SCIF) Construction Surveillance
    • Construction Security Plan (CSP) Compliance
    • Construction Documentation Review

  • Ability to coordinate across government, contractor, technical, security, and operational organizations
  • Strong written and verbal communication skills
  • Strong attention to detail and the ability to handle sensitive or classified information appropriately
  • Proficiency with standard office productivity, presentation, spreadsheet, scheduling, and collaboration tools
  • Ability to brief program status, identify emerging issues, and communicate recommended actions
  • Ability to manage competing priorities in a dynamic planning and execution environment
  • Ability to use prior experience and professional judgment to address new situations, particularly during interactions with clients and mission partners

Nice to Haves:

  • Experience serving as a Construction Security Technician, security program analyst, program integrator, or comparable role
  • Experience supporting SCIF construction, accreditation, or ICD/ICS 705-related programs
  • Familiarity with Construction Security Plans and construction security procedures
  • Experience supporting Navy, Marine Corps, Naval Facilities Engineering Systems Command, or military aviation facility programs
  • Experience supporting MILCON projects for secure spaces design and construction
