Job description

Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC and a Federal Government Contract industry leader, is seeking an experienced SME Sr. Acquisition Analyst- Part time to join our team & assist with support in all aspects of acquisition and systems lifecycle program management to include planning, budgeting, organizing, executing, controlling, and reporting necessary to execute the mission while maintaining program documentation.
Responsibilities:
  • Assist with managing, organizing, tracking, and reporting on the program and portfolio of projects in an integrated manner in accordance with acquisition program polices, directives, and guidance.
  • Prepare monthly reports, management work plan, contract summary report, and contract closeout reports.
  • Support in the development, review, and maintenance of acquisition program documents for designated programs.
  • Development and delivery of various report and documents such as: Strategic Plans, Mission Need Statements, Operational Requirements Documents, Capability Development Plans, Acquisition Plans, Acquisition Program Baselines, Integrated Logistics Support Plans, Concept of Operations, Analysis of Alternatives, Lifecycle Cost Estimates, Test and Evaluation Master Plans, Risk Management Plans, Program Risk Matrix, and other acquisition documents.
  • Assist in preparation and annual maintenance / Business Case and entry and review of program information in the agency system and other program reporting database updates.
  • Maintaining and updating project and program schedules. Assist designated project managers in creating and updating project schedules and work breakdown structures and providing monthly updates to the program manager and project managers in various views and formats for briefings or deliverables required by internal and external stakeholders.
  • Developing performance metrics for projects and assistance in reporting.
  • Documenting the scope of individual projects.
  • Developing standard reporting templates.
  • Manage teams of contract support personnel at multiple locations.
  • Maintain and manage the client interface at the senior levels of the client organization.
  • Meet with customer and contractor personnel to formulate and review task plans and deliverable items.
  • Ensure conformance with program task schedules and costs.
  • Organize and delegate responsibilities to subordinates.
  • Establish and maintain technical and financial reports to show progress of projects to management and customers.

Requirements:
  • 10+ years of government acquisition program management position and a general knowledge of Federal contract requirements.
  • Proven experience as a Program Manager or other managerial position in creating and maintaining projects and working with stakeholders and complex organizations.
  • Thorough understanding of project/program management techniques and methods for Information Technology used throughout DHS and similar agencies.
  • Knowledge of the business and financial impacts of alternative procurement approaches.
  • Knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business environments.
  • Ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
  • Excellent knowledge of performance evaluation and change management principles.
  • Must possess analytical, assertive, creative, and effective problem-solving skills.
  • Must possess excellent communication skills - both written and verbal.
  • Maintain a working knowledge of the Department of Homeland Security Acquisition Framework and/or Systems Engineering Lifecycle processes.
