THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SECURITY SPECIALIST (PROTECTION) (TITLE 32), Position Description Number D2500P01 and is part of the FL JFHQ, National Guard.

As a Secuirty Specialist, GS-0080-09, you will serve as the Antiterrorism/Force Protection (ATFP) Planning Support Specialist on all aspects of ATFP. Plans the development, implementation and operation of the ATFP program in support of policies, regulations and programs. Develops the overall ATFP plan for Army National Guard facilities within the State. Provides direction, guidance, advice and assistance to all subordinate elements on the ATFP program. Provides crisis management planning and execution assistance in the event of a terrorist attack or other emergency situations. Assures the adequacy of policies, plans, directives, budgets, procedures and other appropriate media required to plan and implement ATFP projects, tasks, and operating programs for carrying out emergency response missions in an emergency ATFP situation. Develops scenarios for ATFP exercises to test and coordinates participation in exercises to test, evaluate and validate selected portions of the overall Command ATFP plan. Advises the Command Group upon completion of exercises and simulations. Adjust or revises plans, and programs as required. Incumbent may be required to assist with a wide variety of plans, training and operational tasks, to include, but not limited to, staffing actions, tasking, preparing and presenting briefings, coordination of training requirements, planning/conducting special events, and reviewing Serious Incident/ Command Critical Information Requirements Reports (SIR/CCIR).

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must attend the ARNG Security Manager Course within 12 months of hire.
  • Must obtain the Security Professional Certification(s) within 24 months of hire.
  • Must possess a minimum of a secret clearance. (Depending on State's mission set, the position may be required to obtain and maintain a top-secret clearance).

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
MILITARY GRADES: Warrant Officers/Enlisted: E5 thru CW5
SPECIALIZED EXPERIENCE: GS09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels; experience with Physical Security (PHYSEC), Antiterrorism (AT), Operations Security (OPSEC), ISOPREP, Visitor Control and other Security and Crime Prevention programs to ensure command compliance with all applicable Security Regulations; experience managing Security Guard contracts and experience serving as the point of contact for all Visitor Control issues.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion ofmaster's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
