Job Description:
SimIS, Inc seeks a Program Manager to provide overall leadership and management of a U.S. Navy training systems support contract. This position serves as the primary point of contact for government stakeholders and is responsible for ensuring successful cost, schedule, and performance execution across all contract deliverables including simulation systems support, scenario development, training operations, and maintenance activities for naval combat systems training facilities.
The candidate performs the following specific assignments:
  • Manages multi-site operations with distributed teams across multiple geographic locations
  • Responsible for contract performance management, cost control, and schedule adherence
  • Serve as primary POC with government Contracting Officers, CORs, and senior military leadership
  • Proven track record managing complex technical programs involving simulation systems and training environments
  • Experience with risk management, quality assurance, and vendor management activities
Experience Required:
  • Bachelor's degree in Science, Engineering, Computer Science, Mathematics, Business Administration, or related field
  • Mandatory: At least Ten (10) years of experience in Combat System engineering and operations
  • Mandatory: Of the ten (10) years, five (5) years demonstrated qualities of leadership and responsibility in Department of Defense (DOD) Contract Program Management
  • Mandatory: Demonstrated responsibility for directing a multi-disciplined team of technical experts to produce a product within cost, schedule and time constraints
  • Mandatory: Must meet DOD 8570 requirements for Information Assurance Management (IAM) Level II
  • Strong leadership and communication skills with ability to interface at executive levels
  • Experience managing multi-site operations with distributed teams across multiple geographic locations
  • Experience interfacing with government Contracting Officers, CORs, and senior military leadership
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience with earned value management and financial reporting systems
  • SECRET clearance
Experience Desired:
  • Preferred: Master's degree
  • Project Management Professional (PMP) Certification
  • Experience with project management tools (e.g., MS Project, Jira)
  • Demonstrated ability to lead multidisciplinary teams
  • Experience with government reporting requirements and CDRL deliverables
  • Experience with DoD acquisition processes
