ABSC is actively seeking a Program Manager to support the U.S. Army Intelligence and Security Command’s Data Capabilities Division – Intelligence and Automation Operations (IAO) program at Fort Belvoir, Virginia.

IAO delivers mission-critical data, software, automation, systems integration, cross-domain, access management, and information technology capabilities that enable Army, joint, interagency, and coalition intelligence professionals to securely discover, access, integrate, and share information across operational environments. The program directly supports the Army Intelligence Data Platform and the modernization of intelligence capabilities across tactical and operational echelons.

The selected candidate will report to ABSC’s Executive Vice President of Programs and serve as a key leader in the Program Management Office (PMO), responsible for customer engagement, contract execution, team coordination, financial performance, staffing, deliverables, risk management, and compliance with program requirements.

Key Responsibilities:

  • Estimates at Completion: Work closely with the finance team to develop and maintain accurate program estimates, ensuring financial forecasts align with program funding, staffing, goals, and timelines.
  • Customer Deliverables: Oversee the delivery of high-quality reports, CDRLs, plans, dashboards, and other customer deliverables, ensuring all submissions meet contractual requirements and customer expectations.
  • Invoicing Responsibilities: Oversee and manage the invoicing process, ensuring timely and accurate submission of invoices in compliance with contractual requirements and financial policies.
  • Team Management: Lead and manage program team members, fostering a collaborative environment and ensuring each team member effectively contributes to mission and program objectives.
  • Staffing Management: Monitor recruiting, vacancies, onboarding, retention, training, leave, and backfill activities to maintain workforce stability and uninterrupted mission support.
  • Timekeeping Management: Manage timekeeping through Deltek systems, ensuring accurate tracking and reporting of team hours and program expenses.
  • PM Assessments: Conduct monthly program management assessments to evaluate program progress, performance, financial status, staffing, deliverables, risks, and alignment with objectives, adjusting as necessary.
  • Risk and Opportunity Management: Identify, assess, track, and respond to program risks and opportunities, ensuring potential issues are addressed proactively to minimize impact on cost, schedule, performance, and mission delivery.
  • Financial and Performance Reporting: Maintain accurate financial, personnel, schedule, production, and performance information to support Government and corporate reporting requirements.
  • Program Oversight: Assign and review tasks, establish priorities, monitor work in progress, verify successful completion of deliverables, and take corrective action when activities fall behind schedule.
  • Stakeholder Engagement and Relationship Building: Engage with Government, corporate, subcontractor, and program stakeholders at all levels, building strong relationships and ensuring ongoing support and commitment to the program.
  • Quality and Compliance: Ensure program activities and deliverables comply with the PWS, applicable CDRLs, quality-control processes, security requirements, standard operating procedures, and customer expectations.
  • Corporate Participation: Play a key role in supporting monthly and quarterly business reviews, both remotely and in person at ABSC headquarters in McLean, Virginia, by providing insights and updates on program status, achievements, financial performance, staffing, risks, and challenges. Participate in and contribute to ad hoc corporate meetings, ensuring program perspectives are represented and integrated into broader company strategies.

Qualifications & Requirements:

  • Active TS/SCI security clearance with the ability to attain required SI, TK, G, HCS, and NATO Secret accesses.
  • Master’s degree in Business Analytics, Project Management, Accounting, Finance, or Business Administration with 12 years of direct industry experience;

OR

Bachelor’s degree in Business Analytics, Project Management, Accounting, Finance, or Business Administration with 14 years of experience in the same disciplines.

  • At least 10 years of experience managing IT contracts focused on software development and system administration.
  • Demonstrated experience assigning and reviewing tasks, establishing program priorities and pace, monitoring work in progress, and verifying successful completion of deliverables.
  • Demonstrated ability to independently initiate, manage, execute, and report on tasks with minimal oversight.
  • Strong organizational and leadership skills with the ability to take ownership of tasks, drive them to completion, and deliver results on schedule.
  • Excellent writing skills.
  • Strong communication and collaboration skills to effectively work with Government leadership, program personnel, subcontractors, and corporate stakeholders.
  • Experience managing program financials, staffing, schedules, deliverables, risks, and customer requirements.
  • Ability and willingness to obtain the Project Management Professional (PMP) certification within six months, unless already certified.

Preferred Qualifications:

  • Minimum of five years of experience as a Program Manager supporting Army Military Intelligence.
  • Experience briefing senior leaders and decision-makers.
  • Experience supporting Army, INSCOM, Intelligence Community, or Department of Defense programs.
  • Experience managing technical teams supporting software development, system administration, data, systems integration, cybersecurity, or information technology operations.
  • Experience managing CDRLs, quality-control processes, transition activities, financial reporting, or Government program dashboards.
  • PMP, ITIL, CGFM, CDFM, CCP, CMA, CBA, CDP, or a related professional certification.

An approximate salary range for this position is $125,000-$225,000. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
