Job description


The Lead Principal Technical Program Manager partners with senior management and cross-functional stakeholders to align priorities and goals for complex, high-impact technical programs. This role establishes program scope, milestones, and execution plans aligned with broader business strategies and organizational objectives, while driving collaboration across teams to deliver products and services. It leads complex, cross-organizational initiatives, proactively managing risks, dependencies, and escalations, and serves as the primary escalation point for critical program issues to ensure timely resolution and successful delivery. The role also drives continuous improvement in program execution, operational processes, and organizational effectiveness, leveraging data, reporting, and stakeholder engagement to support informed decision-making and strong business outcomes.
Responsibilities
Key Responsibilities
  • Lead the planning, execution, and delivery of complex, cross-functional technical programs, ensuring alignment with business objectives, technical strategy, and organizational priorities.
  • Define program scope, milestones, timelines, dependencies, resource requirements, and budgets while proactively managing risks, issues, and changes throughout the program lifecycle.
  • Develop and execute program strategies that align with enterprise architecture, security, compliance, accessibility, and operational standards.
  • Serve as the primary escalation point for critical program, operational, and security issues, coordinating cross-functional teams to drive timely resolution and effective risk mitigation.
  • Establish and enforce program governance, delivery standards, KPIs, service level agreements (SLAs), and reporting to ensure successful execution and operational excellence.
  • Lead strategic planning for program funding, resource allocation, forecasting, and organizational change management to support business priorities.
  • Drive continuous improvement initiatives by optimizing processes, workflows, automation, and operational practices to improve scalability, reliability, and efficiency.
  • Partner with engineering, product management, operations, security, and executive stakeholders to align priorities, communicate program status, and influence strategic decision-making.
  • Leverage data, metrics, dashboards, and analytics to measure program health, identify trends, support decision-making, and improve business outcomes.
  • Mentor program managers and cross-functional teams, fostering collaboration, removing delivery obstacles, and driving accountability across complex technical programs.
  • Serve as a trusted advisor to senior leadership and customers, developing communication strategies, managing stakeholder expectations, and ensuring successful program outcomes.

Qualifications
  • Bachelor's degree in Business Administration, Engineering, Computer Science, or a related field, or equivalent practical experience.
  • 12+ years of experience in technical program management, business program management, project management, or a related role leading complex, cross-functional initiatives.
  • Demonstrated experience managing large-scale, cross-organizational programs from planning through execution and delivery.
  • Experience partnering with engineering, product, operations, and business stakeholders to drive alignment, resolve dependencies, and deliver strategic outcomes.
  • Experience managing program risks, dependencies, executive escalations, and competing priorities in a fast-paced environment.
  • Strong analytical and problem-solving skills with experience using data, metrics, and reporting to drive program decisions and measure success.
  • Excellent written and verbal communication skills with experience presenting program status, risks, and recommendations to senior leadership.
  • Proven ability to influence cross-functional teams and drive results without direct authority.

Preferred Qualifications
  • Experience leading technical programs supporting cloud infrastructure, enterprise software, or large-scale technology organizations.
  • Experience driving operational excellence, process optimization, and organizational change across multiple teams.
  • Experience establishing program governance, operational cadences, KPIs, and executive reporting frameworks.
  • Experience managing multiple concurrent programs with complex stakeholder landscapes and competing business priorities.
  • Experience leveraging data analysis, dashboards, forecasting, or reporting tools to improve program visibility and decision-making.
  • Demonstrated ability to build trusted partnerships with senior leaders and influence strategic business and technical decisions.

US: Hiring Range in USD from: $116,600 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
