ABOUT US:
Flatbush Development Corporation is a dynamic and community-focused organization dedicated to providing high-quality after-school programs for youth in Brooklyn. Our commitment to youth development and enrichment is at the core of everything we do, and we are proud to be a partner of the New York City Department of Youth and Community Development (DYCD), Department of Health (DOH), and the Office of Children and Family Services (OCFS).
ORGANIZATIONAL ROLE:
  • Supervisor: Director of Youth Services
  • Max Hours: 35 per week
  • Days: 5 per week, Monday - Friday 10:00 AM-6:00 PM
  • Compensation: $25- $28 per hour
POSITION SUMMARY
The Program Operations Associate provides centralized operational and compliance support to the Youth Department and plays a key role in ensuring consistency, efficiency, and regulatory compliance across multiple program sites. This position supports a high-volume environment requiring strong organization, attention to detail, and the ability to manage multiple priorities simultaneously. The Program Operations Associate will coordinate staff onboarding, manage compliance documentation, track staff clearances and required trainings, maintain site-specific personnel records, and support School Age Child Care (SACC) and Department of Health (DOH) requirements. This role helps ensure programs remain organized, audit-ready, and operationally efficient while supporting the day-to-day needs of Youth Department programs.
STAFF ONBOARDING & HUMAN RESOURCES SUPPORT
  • Coordinate onboarding processes for all newly hired Youth Department staff.
  • Ensure completion and collection of required onboarding documentation and employment paperwork.
  • Monitor and track employee clearances, including background checks, fingerprinting, and required pre-employment documentation.
  • Maintain site-specific staff files, ensuring records are complete, accurate, and audit ready.
  • Partner with Human Resources and program leadership to ensure onboarding timelines are met.
  • Track employee completion of required trainings and certifications.
  • Support scheduling and coordination of new staff orientation sessions.
  • Follow up with staff regarding missing documentation and onboarding requirements.
COMPLIANCE & REGULATORY OVERSIGHT
  • Support compliance with School Age Child Care (SACC), Department of Health (DOH), and all applicable licensing regulations.
  • Maintain compliance calendars to track deadlines, inspections, permits, certifications, and regulatory requirements.
  • Conduct routine site compliance reviews and internal audits to ensure readiness for external monitoring visits.
  • Assist with preparation for SACC and DOH inspections and maintain documentation needed for audits.
  • Monitor and organize licensing documentation across all sites.
  • Track staff-to-child ratio documentation and regulatory compliance requirements as needed.
  • Ensure all required staff clearances remain current and compliant.
  • Identify compliance concerns and communicate findings to department leadership.
PROGRAM OPERATIONS SUPPORT
  • Support operational consistency across all Youth Department program sites.
  • Assist with the development and implementation of systems that improve workflow and efficiency.
  • Maintain department databases, tracking systems, and operational records.
  • Coordinate the collection and organization of program documentation and reports.
  • Support program start-up and expansion efforts for new sites and initiatives.
  • Assist leadership with special projects and department-wide operational initiatives.
  • Provide administrative and logistical support to ensure smooth day-to-day operations.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of School Age Child Care (SACC) and Department of Health compliance standards preferred
  • Strong organizational and project management skills with exceptional attention to detail.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Strong written and verbal communication skills.
  • Ability to maintain the confidentiality of personnel information and sensitive documentation.

EDUCATION & EXPERIENCE
  • High School Diploma or GED required.
  • Associate degree preferred in Business Administration, Human Services, Early Childhood Education, Child Development, Education, Public Administration, or a related field.
  • Minimum of 2-4 years of administrative, compliance, operations, youth development, or program support experience required.
  • Experience working in afterschool programs, youth development organizations, educational settings, childcare programs, or nonprofit environments preferred.
  • Experience with School-Age Child Care (SACC), Department of Health (DOH) regulations, licensing procedures, staff onboarding, or compliance systems is strongly preferred.
  • Experience managing documentation, tracking systems, onboarding processes, and maintaining organized records across multiple workstreams preferred.
