Job description

Position Summary: The incumbent assists with credit counseling, loan underwriting, and mortgage lending.
Employees will be responsible for compliance with all applicable safety and risk management policies and procedures of the Springfield Housing Authority.

ESSENTIAL FUNCTIONS:

  1. Oversees the marketing, leasing, and sale of Springfield Housing Authority owned and operated homeownership units (Madison Park Place, North Park Place, Genesis Place); the marketing and program implementation of the HCV homeownership program and the marketing, leasing or sale of any other in coordination with other community-based homeownership programs, as applicable.
  2. Conducts homeownership preparation training, including delivery of curriculum detailing the home purchase, financial education and organization, saving, and reviewing of individual finances.
  3. Works with program participants to develop individualized plans leading to homeownership.
  4. Conducts pre-purchase counseling, post-purchase counseling, and foreclosure prevention counseling activities with program participants.
  5. Performs ongoing client case management inclusive of but not limited to meeting with clients for credit counseling, one on one interviews, group housing counseling sessions, referral of services, follow-up, plan of action discussed for liquidating outstanding items, calculation of ratios and price range for which applicant qualifies, and monitoring and reviewing of credit reports obtained and request of any new credit established.
  6. Conducts foreclosure mitigation and prevention activities, as applicable.
  7. Determines and monitors homeownership class status.
  8. Prepares for closing by arranging for insurance quotes, purchasing binders, and facilitating inspections.
  9. Schedules and meets with loan officers prior to and during the closing process.
  10. Determines local housing programs offered by lending institutions; pursues partnerships with said institutions; arranges meetings as necessary to ensure appropriate Memorandum of Understandings and Memorandum of Agreements are secured.
  11. Develops and implements marketing plans for SHA services inclusive of but not limited to its Homeownership and Foreclosure Prevention Programs.
  12. Prepares and conducts budgeting pre-purchase, post-purchase and foreclosure prevention classes that may be held during non-traditional work hours including weekends.
  13. Coordinates activities and serves as a liaison between banks, realtors, and clients.
  14. Coordinates activities and serves as a liaison to Neighborhood homeowner's associations.
  15. Maintains paper and computer records on all applicants/participants, utilizes HUD approved data system to generate reports and correspondence.
  16. Performs corporate cold calls.
  17. Provides input, assists, develops, and effectuates homeownership plans, policies, and procedures; oversees budget development related to the homeownership programs.
  18. Pursues and develops grants that support homeownership, foreclosure prevention, marketing, counseling, and administrative related expenses in sustaining agency's homeownership programs.
  19. Plans and presents orientations, homebuyer trainings and public educational events such as homeownership fairs and employer outreach.
  20. Stays knowledgeable and up-to-date on trends in the housing field.
  21. Attends training webinars or classroom pertaining to the position.
  22. Ensures compliance with all applicable policies and procedures of the Springfield Housing Authority.
  23. Maintains regular and reliable attendance.
  24. Contributes to team efforts by performing other duties and responsibilities as required or assigned.
