Description
The Program Controls Manager is responsible for managing the Controls budget and schedule on various related projects within an over client program. This position is responsible for the reporting systems for program controls, the program controls roles and staff and the tools used in program controls are developed, available and functioning according to the Program Execution Plan (PgEP). The Program Controls Manager is responsible for the successful execution of complex aspects of estimating, scheduling, cost control, earned value analysis and progress reporting to internal management and clients. The Program Controls Manager will and direct the organization that provides reviews of the program's status (cost, contract, WBS, schedule, resource, etc.).
  • Responsible for managing quality and consistency across all control's practices within the client's program and interface with the clients, attend program meetings, and create statistical reports for management on a recurring or as need basis.
  • Manage and present detailed schedule and earned value analysis and assess the impacts(s) of design/construction changes and schedule alterations, provide direction, and specialized assistance for the resolution of complex program schedule and cost issues.
  • Manage the development, implementation and maintenance of a management reporting data warehouse to present valuable program controls reports and data.
  • Lead and direct schedule management involving critical path method scheduling techniques, estimating, project cost management, forecasting and document control across a program.
  • Manage quality review of Earned Value Management system reporting.
  • Lead quality review and present cost management and forecast reporting across the program to stakeholders.
  • Implement and manage risk management process by identifying and mitigating risk potentials to the project.
  • Lead the Interactive Program Planning Meetings (IPPM).
  • Manage quality review and implementation of program execution manuals.
  • Analyze program forecast project costs including performance against an established schedule with critical milestones.
  • Manage and maintain effective relationships with existing and potential clients, customers and contractors to develop additional business.
  • Responsible for recruitment, development, training and retention and evaluating performance of the program controls team.
  • Performs other duties as assigned.
  • Complies with all policies and standards.

Qualifications
  • Bachelor's degree in Engineering, Construction Management or related field, and 7 years direct project controls experience or managing industry specific programs in project controls required.
  • Applicable experience may be substituted for degree requirement.
  • Field experience in facilitating and producing detailed construction schedules and interfacing those construction schedules with engineering and procurement activities required.
  • Experience with Oracle Primavera P6 preferred.
  • Experience with Project Management Information System(s) preferred.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
  • Proficient with Microsoft office.
