CTRMG is seeking a Senior Contract Specialist II to serve as key personnel on a CDC acquisition support effort. This role supports cradle-to-grave federal contracting across pre-award, solicitation, evaluation, award, and post-award functions in support of CDC procurement operations. The position is part of a temporary contract support initiative designed to improve workflow efficiency and timely execution of procurement actions.
Requirements:
- Perform acquisition support for assigned requirements throughout the contract lifecycle.
- Conduct pre-award support such as gathering historical procurement data, supporting market research, advising on applicable regulations and procedures, coordinating approvals, attending meetings, and responding to data calls.
- Draft and edit solicitation and procurement file documents, including RFQs, RFPs, IFBs, combined synopsis/solicitations, determinations and findings, memoranda, and checklists.
- Prepare pre-solicitation and solicitation notices for review and posting through channels such as SAM.gov, GSA eBuy, NITACC, NASA SWEP, and agency websites, as applicable.
- Support SBA 8(a) offering documentation, facilitate communications with the SBA, and enter required information into SBCX for small business review actions.
- Assist after receipt of offers or quotes by managing vendor communications, supporting evaluation discussions, scoring and ranking, pricing and business analyses, negotiation support, and documentation of findings and recommendations.
- Prepare award documents, support FPDS reporting, assist with debriefing documents, and help facilitate award distribution.
- Perform post-award support including preparation of administrative and contractual modifications, option-related notices, contractor administration support, de-obligations, and contract file organization.
- Create and submit digital procurement files within required deadlines and participate in required reporting and status meetings.
- Support completion expectations tied to procurement workload, quality standards, responsiveness, and customer service.
Minimum Qualifications
- Bachelorโs degree.
- At least five years of cradle-to-grave contracting experience.
- Current or previous FAC-C certification or civilian equivalent.
- Prior experience supporting federal acquisitions through pre-award and post-award phases.
- Prior ICE experience is preferred.
- Working knowledge of the FAR, HHSAR, and standard federal procurement documentation and reporting practices.
- Strong analytical, writing, documentation, and communication skills.
- Ability to pass HHS/CDC suitability review, background investigation processing, and fingerprint-based checks required for agency access.
Preferred Qualifications
- Experience supporting HHS, CDC, or other civilian federal procurement offices.
- Experience supporting high-volume procurement environments.
- Experience with electronic contract file management and reporting tools.
