Overview

Responsibilities
The Special Programs Oversight Analyst provides technical and programmatic analysis of space Special Access Programs (SAPs). The Special Programs Oversight Analyst facilitates the organization's role in the direction, management, and administration of assigned SAPs while serving as the principal advisor to the Assistant Secretary of the Air Force, Space Acquisition and Integration, on all SAP matters. The Special Programs Oversight Analyst's expertise contributes to SAP life cycle administration, management, and oversight activities for sensitive, advanced space technologies in liaison with Air Force, Office of the Secretary of Defense (OSD), and US Government SAP stakeholders. Lastly, this position is also responsible for assisting in the establishment of a United States Space Force (USSF) Anti-Tamper (AT) Component Lead office in support of and contributing to the Department of Defense (DoD) AT Program.
Responsibilities
  • Providing staff support regarding the range of national security, DoD, and international space equities for DoD SAPs.
  • Assisting and advising the customer, Field Commands, the Secretary of the Air Force, and DoD SAP Central Office (SAPCO), and Air Force and DoD Senior Leaders with space-related SAP efforts and representing space equities in the SAP governance, management, and oversight activities.
  • Liaising across the Air Force and with other Military Services, OSD, Joint Staff, Combatant Commands, defense agencies, and federal departments to ensure synchronization and horizontal protection of space SAPs for joint activities.
  • Collaborating with Air Force and DoD SAP enterprise stakeholders on multi-domain SAP matters requiring a coordinated Air Force position.
  • Using technical expertise, researching, analyzing, and reviewing space SAP governance actions and activities, program protections and security functions, and risk assessments to provide proposals positively impacting an SAP program's security life cycle.
  • Assisting in execution of original classification authority responsibilities and conducting reviews and assessments of SAP security classification guides.
  • Preparing and coordinating SAP foreign disclosure staff packages for Deputy Secretary of Defense authorization in support of international cooperation activities.
  • Facilitating SAP actions in support of international cooperation activities for assigned space SAPs.
  • Participating in Anti-Tamper activities, events, and taskings, as directed, which contribute to the organization's role as USSF AT Component Lead. Successfully coordinating with USSF subordinate AT Program Offices to ensure consistency with Air Force and DoD AT Program requirements.
  • Conducting reviews of space AT Plans and developing Decision Memorandums to approve or reject a Plan's final AT solution.
  • Interacts with Air Force and DoD agencies concerning security issues for assigned space SAPs.
  • Provides classification management and classification marking guidance as needed.
  • Handles and protects confidential and classified (Secret/TS-SCI/TS-SAR) information, correspondence, and communications.
  • Any other tasks closely associated with the performance of duties list above and as coordinated with the customer and contracting officer's representative.

  • Active Top-Secret clearance with SCI eligibility
  • Working familiarity with routine HQ staff packages and documentation as well as HQ task and correspondence coordination tools (e.g., Task Management Tool (TMT), Enterprise Task Management System (ETMS-2), and/or Correspondence and Task Management System).
  • Working familiarity with SAP IT networks and databases.
  • Working familiarity with SAP policy and general SAP security requirements.
  • Proficiency with using Microsoft Office and other standard computer applications.
  • Experience working successfully with senior executives at multiple organizational levels.
  • Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
  • Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
  • Ability to work collaboratively with personnel at all levels of the organization and external to the organization.
